Public Policy Update Federal Policy What to watch HCBS Access Rule - Ensuring Access to Medicaid Services Rule strengthening oversight of person-centered planning and self-determination states to create a grievance system for those receiving HCBS to address problems, improve the quality of caregiving jobs by requiring 80% of Medicaid payments for homemaker, home health aide, and personal care services be spent on compensation for direct care workers, will require states to have home care rate-setting advisory groups of beneficiaries, home care workers, and other stakeholders to help devise Medicaid payment rates for home care services and compensation for workers.
