The December 2019 EMEP meeting involved celebrations for the 40th anniversary of the Convention, declaration on clean air for 2020-2030, launch of an international cooperation forum on air pollution, adoption of revised mandates, and plans for protocol review. Various topics were discussed, including inventory quality, black carbon definition, biodiversity effects, ozone damage metrics, cost-benefit analysis, and trend analysis. Scientific advancements included new steering structures, expert panels, and condensable issues prioritization. A roadmap is proposed for future work in December 2020.

  1. News from EMEP and the Convention Laurence ROU L

  2. What happened at the last EB meeting ? (December 2019) 40Thanniversary of the Convention in 2019: celebration during the EB meeting in December and declaration on Clean Air for 2020-2030 and beyond Launch of the forum for international cooperation on air pollution with the aim of providing a shared response to help address the threat to human health and ecosystems from air pollution. It also provides a platform for exchange and mutual learning and a repository of technical information Both policy and scientific initiatives ( still need to be formalized); a web site should be developed Terms of references to be further developed and lead-countries nominated (or organisations): discussion are still going on First meeting of the forum could be hosted by Argentina (October 2020) Formal adoption of the EMEP and WGE revised mandates Adoption of the revised EMEP monitoring strategy

  3. Adoption of the Gothenburg Protocol review process Working Group on Strategies and Review will develop a plan for the review All subsidiary bodies of the Convention should prioritize work to support the review Adoption of the plan and the work schedule in December 2020 Inputs from EMEP and WGE Quality and consistency of inventories, (BC, condensables in PM..) Definition of black carbon; Additional types of non-forested terrestrial ecosystems Update of critical loads for the analysis of the effectiveness of policies; Effects of air pollution on biodiversity as a basis for critical levels/loads calculations; Metrics for assessing ozone damages to crops and ecosystems and interactions with other pollutants and climate change; Accounting for linkages with climate change and land use in effects indicators; Analysis of costs and benefits, including costs of inaction; Further input from the Task Force on Hemispheric Transport of Air Pollution on ozone and ozone precursors and particulate matter, including in response to questions proposed by the WGSR and recommended control strategies for further modelling by the Task Force; Definition of human health impact metrics; Trend analysis in emissions/concentrations/depositions/impacts at the multi-scale dimension, and consideration of impact of international policies on trends.

  4. On the science side .. New steering structure for TF HATP : with two lead countries (US and Canada) and co-chairs in charge of scientific matters (from Germany and Poland) First meeting of the Expert panel on clean Air in cities (under the TFIAM umbrella) The WGE expert group on dynamic modelling transformed in an International Center under the the ICP modelling and mapping Condensable issue : considered as a priority for the EB especially in the perspective of the GP review process Distinction between science and policy aspects is essential Should be considered in the EMEP assessment work (maps, S/R matrices.. ) through science-based emission inventories A road map must be proposed in December 2020 thanks to NMR workshop organised by Met Norway (March 2020) and further work from TFMM and TFEIP

  5. Condensable in PM . Next steps Very complex issue even in the definition of the Condensable part of PM .. Depends on measurement protocols, etc .. Focus on residential heating in a first step is relevant but traffic, industry should not forgotten in the future A lot of research projects studies in Europe and US allow to gather some material that can be used for improving current knowledge More detailed emission reporting is essential but sometimes difficult to comply with : new guidance for the parties should be prepared. Science-based emission inventory developed by TNO in the Copernicus framework can be a good candidate as a first guess but should be further documented and evaluated for the Parties Can be updated with information from the parties

  6. Revised EMEP strategy The EMEP and WGE strategie should be revised for the period 2020-2029 (to be adopted by the EB in December 2020) They will be merged in a unique document to highlight linkages between both bodies and facilitate development of joint actions Work will be borne by the Core Bureaux of each body and will take stock of inputs of task forces, centers and ICPs regarding: Achievements over the 10 past years Future priorities in line with the LTS and the revision of the GP Review of those inputs expected by June Focus on maximizing the impacts of the Convention Focus on scientific gaps to be filled in the 10 next years On the development of active and bilateral collaborations with other conventions and organisations Need to increase visibility and communication Draft document will be discussed at the joint EMEP/WGE meeting in September Adoption by the EB foreseen in December
