UPPI Stakeholder Committee Recommendations for Advanced Educational Leadership Preparation Programs

Kentucky Regulation and Standards Review 16 KAR 3:010 Superintendent; 16 KAR 3:020 Supervisor of Instruction; 16 KAR 3:030 Director of Pupil Personnel; 16 KAR 3:040 Director of Special Education; and 16 KAR 3:050 Principals, all levels
Process for Involving Kentucky Stakeholders Sent invitation to all cooperatives, EPPs, and KDE for suggested nominees for committees. Sent invitation to all ABC groups including KASA, KASS, KASSP, KAESP, CPE, Chamber of Commerce, Education Workforce Cabinet, Pritchard Committee, Education Cooperatives, Scheduled and held first stakeholders meeting with ABC groups for input into standards Scheduled and held monthly Principal Preparation meetings Scheduled Educational Leadership Regulation and Standard Review November 20. Met with EPPs with DOSE programs, and Kentucky CASE November 19 Met with Groups of Superintendents, DPP s, Instructional Supervisors November 20
UPPI Recommendations Combine 5 regulations into 1 Call new regulation Advanced Education Leaders Programs Combine the Advanced Educational Leader with all having similar entrance requirements and with subsections outlining guidelines unique to each program. Define Advanced Educational Leaders as all administrative programs at the advanced level including principal, assistant principal, superintendent, assistant superintendent, instructional supervisor, instructional coordinator, Director of Pupil Personnel, Assistant Director of Pupil Personnel, Director of Special Education.
UPPI Recommendations Continued Advanced Ed Leader Programs to use PSEL Standards All to take Administrative Test recommended by EPSB board initially the SLLA All to pass the SLLA with cut score recommended by the EPSB Board initially the ETS cut score Remove required Kentucky Specialty Test and references to Dimensions Dispositions of School Leaders Document Require Rank II as prerequisite for all Advanced Leader Certifications Keep 3 years teaching experience or comparable experience
UPPI Recommendations continued Remove requirement for the Educator Preparation Program to collaborate with other colleges within the university (principal, section 4). Recommend a principal SOE could be renewed at least once without additional coursework in Level 1 Section 7, subsection 2 on renewal level 1 renewed after 5 years with one renewal one time Renewal those not intending to be professional administrator position, should add courses to renew Define Levels I and II specifically (Supt advanced does not need this) Consider Level II comprising courses with embedded supervised clinical experiences per MOUs with districts
Recommendations From Other Groups Remove course specifics and skill specifics in superintendent regulation they are addressed through PSEL. Keep current admissions requirements for superintendent program. Clarify program completion and certification---completion does not equate to certificate Consider DOSE to hold a special education degree, due to the specialization knowledge necessary. Recommend coaching and mentoring occur in preparation program for 2-3 years, not just one.
