Introductions II. March 14, 2022, Meeting Minutes The minutes were approved following a motion made by Councilor Ron Onslow and seconded by Jim Hodges. III. Point-in-Time and Project Homeless Connect overview Point in Time is a single night snapshot of sheltered and unsheltered homelessness, required annually by Washington State. It shows trends, to be used for planning and funding. In 2022, the PIT count was done February 24, due to COVID-19 delay. Count total was 1,197, reflecting a 21 percent increase over 2020 in unsheltered households; 45 percent increase in persons accessing emergency shelters; and 39 percent increase in transitional housing participants. Emergency shelter beds increased in late 2019, and February 24 was a severe weather night where additional shelter locations are available. Persons of color remain disproportionately affected by homelessness. Unsheltered seniors remained the same as 2020, primarily due to the new Bertha s Place shelter that prioritizes seniors. Number of unsheltered singles and couples without children, and unsheltered youth increased. Thirty-six percent of those surveyed reported regularly sleeping outside. Apartment vacancy is less than 3 percent in Clark County. In Spring, 2022, wage needed to afford a one-bedroom apartment in Clark County was $29.08/hour. IV. 2021 CAPER update Annual report to HUD due at end of September. Will be presented to County Council September 20, and available online for public comment beginning tomorrow. All comments received are sent to HUD with the report. V. 2023 CDG and HOME RFA update RFA to open October 3. Estimate $1.5M CDBG and $550,000 HOME available for 2023. Applications will be received in Neighborly. Pre-application workshop available on October 6, hybrid. Eligible block groups and exception criteria will be sent out when known. VI. Program updates Washington Department of Commerce monitored the CDBG-CV grant, with no findings or recommendations. All funds have been dispersed to Battle Ground Healthcare clinic. State Auditor s Office monitored CDBG program. No findings or recommendations. VII. April June 2022 quarterly report review Projects are on schedule and progressing as expected. Asset and Economic Development and TBRA programs are operated on a calendar year. 2022 projects are pending HUD grant agreements. VIII.
