USFS NASA IAA Everett Hinkley & Stephanie Connolly
USFS NASA History in Earth Observations The US Forest Service and NASA have a long history of partnership in the field of remote sensing. There have been many MOUs/IAAs over the past 40+ years. A new IAA is in draft status. More recent engagements include: The Tactical Fire Remote Sensing Advisory Committee (TFRSAC)began meeting in 2003 -- The TFRSAC is a collaborative partnership between NASA and the US Forest Service (USFS). The TFRSAC was created as an open forum to highlight, facilitate and demonstrate evolved and evolving technologies that increase the information content and timeliness of Earth Observations remote sensing data to support all phases of wildland fires. The Applied EO Innovation Partnership (formerly the USFS NASA Workshop Series) began in late 2018. The goal of this partnership is to enhance connections and strengthen partnerships between the Earth observation community and the broader resource management community to solve research and operational resource management challenges through careful integration of Earth observation data.
Draft Interagency Agreement (IAA) To provide governance of these activities, a draft USFS NASA IAA is currently in work. This IAA will be a broad agreement which captures a broad spectrum of activities and which allows room for innovation, collaboration and problem solving. NASA and USFS will work together sharing best practices working through established organizations. We need to develop consistent solutions that are: Science-informed Risk-informed Working together, USFS and NASA will identify frontier technologies , and will test and integrate these leading-edge technologies where feasible.

Draft Interagency Agreement (IAA) Key Ideas to include Wildfire support -- Consider including this UNDER the following bullet (tech development) Sensor development Contiue collaborative efforts in support of calibration, validation and coordination on algorithm and applications development. Directives to support wildfire applications. Tech development and new systems development (airborne and spaceborne) Wildfire, pest and disease, climate change monitoring / mapping Collaborative Training and Meetings (workshops, working groups). Key current working groups: Tactical Fire Remote Sensing Advisory Committee (Since 2003!). Draft Interagency Agreement (IAA) Key Ideas to include (continued) Utilize natural resource expertise from the Forest Service in collaboration with NASA mission/systems expertise to evaluate new and emerging remote sensing imagery (EO spaceborne and earthborne) sources for ingestion into natural resource decision support tools. Applied Sciences including applications needs and expertise into mission design phase to inform new sensor development. What are the science questions we are trying to answer with these sensors? Support Decadal Survey - Involve FS resource management collaboration/guidance to meet the objectives and goals of the Decadal Survey (keyword) to inform future direction and to enhance remote sensing observations. Collaborate on climate change activities with a focus on EO data, tools and applications development. Collaborate on assessing vegetation health and vigor. Sensor fusion Investigate sensor fusion processes to increase the utility of various spatial, spectral and temporal capabilities to inform resource management assessment objectives.
