CITY OF VALLEJO COMPLIANCE 2018 - City submits Annual Report for Calendar Year 2017 2018 - CalRecycle Notifies City of gaps with AB1826 Program 2019 - Contacts with R3 Consulting and City provides CalRecycle with Plan to address program gaps. 2020 - CalRecycle notifies the City that program had not yielded the results they had hoped. 2020 - City submits another Plan to address low participation rate.

  7. Will require ALL Commercial Businesses and Multi-Family to subscribe for organics recycling service. MANDTORY ORDINANCE . Exemptions are available if a business doesn t generate organics. Businesses can self-haul Edible food recovery requirements for Tier 1 and Tier 2 Penalties for non-compliance CalGreen updates

Recent Outreach Activities City worked with R3 Consulting to conduct education and outreach, particularly with the business community as most of SB 1383 s requirements will affect commercial customers the most. Outreach included: o Development of an Organics Advisory Group with the Chamber of Commerce o 4 Presentations: 3 meetings in coordination with the Chamber of Commerce and 1 Rotary meeting. ~20 people joined these meeting All positive feedback, meeting was really informative o 1 survey (11 responses) o Press Release to promote meetings and survey

ENFORCEMENT JURISDICTION HAULERS GENERATORS Provide organics collection services Utilize appropriate facilities for organics diversion All must subscribe to organic waste collection Conduct outreach and education Obtain and keep record for organic waste hauling Businesses must provide containers with signage for proper sorting Procure recyclable and recovered organic products Self-haulers must source separate organic materials Recordkeeping for edible food generators & recovery organizations Plan and secure access to recycling and recovery facilities Monitor compliance and code enforcement

IMPLEMENTATION SCHEDULE COMPLETION DATE SB 1383 IMPLEMENTATION TASKS Municipal Code Update March/April 2021 Letter sent to all businesses not complying with mandatory services May 2021 Recology rolls out organics and recycling to all non- compliant businesses without approved waivers May-December 2021 Finalize Negotiations with Recology and Present Amendment to City Council October 2021 City updates website with education and outreach materials required by SB 1383 December 2021 Begin Organic Waste Collection to all Residents and Businesses to Comply with SB 1383 January 1, 2022
