Vanuatu National Statistics Office (VNSO) is making significant strides in enhancing statistical capabilities and implementing core collections. They have completed fieldwork for the NSDP Baseline Survey and are currently conducting the National Population and Housing Census. VNSO is focused on producing high-quality economic, social, and environmental statistics aligned with national priorities, including working with various partners for data analysis and reporting. The office is also leading the development of a revised National Strategy for the Development of Statistics and improving stakeholder engagement for efficient statistical governance.

  1. 3RDMEETING OF THE PACIFIC STATISTICS STANDING COMMITTEE (PSSC) VANUATU NATIONAL STATISTICS OFFICE 25 NOVEMBER 2020

VANUATU NATIONAL STATISTICS OFFICE NATIONAL SITUATION IN RELATION TO TYPSS PHASE 3 OBJECTIVES Objective 1: PICTs have technical capacity and statistical capability (either in-house or through TA) to manage and implement core statistical collections, including greater utilisation and integration of key administrative databases. VNSO successfully completed 12 months of fieldwork for the NSDP Baseline Survey in February and the 2020 National Population and Housing Census (NPHC) is currently underway. VNSO has restructured and created a new section, Data Collection Management Unit, for purposes of improving in-house capacity to manage and implement national collections. There are 21 new positions added to the VNSO structure approved in December 2018. 9 Vacancy remains to be filled including the position of Deputy Government Statistician. VNSO has a schedule timeline for core collections that spans 15 years and has support from the Council of Ministers. Objective 2: PICTs are producing and disseminating (either in-house or through TA and shared services) an agreed core set of high- quality economic, social and environmental statistics in a timely and user friendly manner in line with national priorities, and integrating SDG and regional reporting requirements. Vanuatu does have a Country Development plan (NSDP 2030) and a M&E framework that is managed by the Planning Department and VNSO. VNSO is currently working with partners at World Bank, ILO, University of Melbourne, and with the SPC to produce analysis reporting from the NSDP Baseline Survey that will serve to inform the National Sustainable Development Plan M&E Framework and update a number of key development indicators. In house analysis is also underway. VNSO has included Metadata Officer in the new structure and is working to meet standards of documentation with both collections and with reporting. The new structure also opens space for a new Information Officer and Publications Officer to support the Dissemination Officer.

VANUATU NATIONAL STATISTICS OFFICE NATIONAL SITUATION IN RELATION TO TYPSS PHASE 3 OBJECTIVES (cont ) Objective 3: All PICTs have in place some form of national statistics strategy or plan that articulates national priorities in line with their national development strategies and is aligned with the agreed core set of statistics. VNSO is leading a review for a revised National Strategy for the Development of Statistics (NSDS) 2021-2025 with plans to launch in the first half of 2021. Objective 4: National statistics stakeholders are advised on an ongoing basis about emerging statistical tools, systems and international standards, and scaled-down methodologies and approaches that are fit-for-purpose for the Pacific. VNSO is incorporating mechanisms for improved cooperation and collaboration of stakeholders within the national statistical system into the NSDS VNSO Social & Environment Statistics section engages regularly with stakeholders to provide trainings and workshops that are mutually beneficial. Objective 5: Regional governance and coordination of statistics are both functioning efficiently and effectively. VNSO strives to improve in delivering Provincial statistics on a more regular basis and is aiming to produce Provincial reports from the NSDP Baseline Survey. Area Council level reporting will be pursued following the 2020 NPHC to meet the demand of government authorities. VNSO is also partnering with Vanuatu Parliament in a project aimed at producing constituency profiles in order to improve statistical advocacy and evidence based decision making at the highest levels.

  4. VANUATU NATIONAL STATISTICS OFFICE LESSONS LEARNED AND OPPORTUNITIES & PRIORITIES What has worked and what has not worked under TYPSS 1? And What are some opportunities and priorities for TYPSS 2 (2021 to 2030)? Statistical legislations review and implementation missing from TYPSS and must be catered for the TYPSS 2. NSDS Co-led partnership between countries and SPC missing and should be an area of focus. While we acknowledge SPC support in its development phase but the implementation support is limiting in terms of coordination. Statistical Survey (et Census) funding gap and support is missing from TYPSS but should be considered. New Survey methodologies must be considered to cut down survey cost especially in data collection and this must be the way forward. Telephone Surveys (interviews) is an option that VNSO would like to test! Statistical literacy project needs to be established so to give recognition to Official Statistics (OS). The UN fundamental principles of OS MUST be in TYPSS. How can we transform Vanuatu NSO to be like Stats NZ and ABS? Our long term vision is to become a Bureau and a Constitutional Body and not a government department so how can TYPSS support this transformation? Investment into Administrative sources and other data sources (incl. Big data) an opportunity worth considering for TYPSS 2. Howcan Civil Registrations systems be transformed from a normal database to an official statistics database that can publish population counts annually. Improve the Statistical capacity of NSO & NSS statisticians. TYPSS must also focus on National Accounts development as it produce GDP which then sets up the Government budget forecast and used by the Ministry of Finance in Vanuatu. Disaster Statistics frameworks (including regionally agreed indicators) developed and data collection support mechanism established including financing. Also, the NSOs capacity to manage disaster response and having a disaster plan of action. Data Science and Innovation must be encouraged and supported.
