  2. OVERVIEW OF THE VERIFIED CONFORMITY ASSESSMENT PROGRAM Why does it exist? Devices that undergo Influence Factor Testing during the NTEP evaluation are typically never tested again. Manufacturers change device components because of cost, obsolescence, improved performance, or even easier manufacturing methods. These changes lead to a change in performance. The program is designed to ensure continued performance to the requirements in the national standard (Handbook 44) 2 VCAP for MDMD Manufacturers 9/23/2024

  3. OVERVIEW OF THE VERIFIED CONFORMITY ASSESSMENT PROGRAM What if my company already has VCAP certification? There is the possibility that your company already has VCAP certification because of a different device type. Below is a list of device types already in the VCAP program. Load Cell (T.N.8.) Indicating Elements (T.N.8.) Weighing/Load Receiving Elements 2000 lb capacity and less with non-NTEP Load Cells (T.N.8.) Complete Scales 2000 lb capacity and less (T.N.8.) Automatic Weighing Systems 2000 lb capacity and less (T.7.) Belt-Conveyor Scales (weigh-belt systems only) 2000 lb capacity and less (T.3) Automatic Bulk Weighing Systems 2000 lb capacity and less (T.7.) OVERVIEW OF THE VERIFIED CONFORMITY ASSESSMENT PROGRAM Compliance testing to Influence Factors Testing of a device to the Influence Factors identified in Handbook 44, MDMD Code 5.58, paragraphs T.5.1. Using the test procedure as stated in Publication 14, Weighing, Checklist for Multiple Dimension Measuring Devices, Paragraph 24, temperature fluctuations Documenting the test method, the equipment used, and the testing results. 6 VCAP for MDMD Manufacturers 9/23/2024

OVERVIEW OF THE VERIFIED CONFORMITY ASSESSMENT PROGRAM Quality Management, which includes, Identification of Metrologically Significant Components (MSC) A list of all components that have a direct impact on the accuracy of the device. A device sampling plan A plan that defines the number of devices that are required to be tested annually. Quantity is based on annual production or annual sales from previous year. The VCAP Policy includes a sampling plan and our web site has a guideline document to help. If needed. A documented process for handling non-conforming components or devices. Documented procedures related to component purchasing and design changes. Tracking of requirement changes. Should use the Audit Checklist provided on our web site. Results of the audit are considered a quality record and must be maintained. Audit by an external auditor every three years May be performed by a Certification Body accredited by ANSI-ASQ National Accreditation Board (ANAB), a representative of the NCWM/NTEP, or an individual who was trained by NCWM/NTEP 9/23/2024 8 VCAP for MDMD Manufacturers

  9. OVERVIEW OF THE VERIFIED CONFORMITY ASSESSMENT PROGRAM Answers to most common questions! Can NTEP provide assistance before the audit? Yes, NTEP does offer pre-assessment services for a fee. Can the audit performed by an external auditor be done in a virtual format? No, all audits require the auditor to be onsite. (Correction verification of non-conformance may be done virtually depending on the severity of the non-conformance.) Is there an advantage if my company's quality management system is certified by a third-party accreditation body? Yes, the VCAP auditor should take this into consideration when performing the audit. 9 VCAP for MDMD Manufacturers 9/23/2024

You can purchase or rent the required test equipment. You can use a third-party test lab. While NTEP will not recommend a specific lab, we are in the process of offering a lab certification program for labs interested in performing device testing to the VCAP requirements.
