USA Rugby Bankruptcy & Relaunch USA Rugby Bankruptcy & Relaunch Youth and high school rugby will control its own destiny; no longer subject to other rugby communities Working through Chapter 11 World Rugby Creation of USA Youth and High School Rugby (USAY&HSR) New 501c3 governing youth and high school rugby Supported by USAR Shift in transition leadership; now SRO-driven Independent 501c3 affiliated with USAR Own budget Own governance structure Seat on USAR s council Can negotiate services from USAR (Member platform, background checks, Safesport) Negotiate its own injury and liability insurance (should be lower cost)

USAY&HSR: Initial Structure USAY&HSR: Initial Structure Emphasis is on local versus centralized Terms of Reference unanimously passed on June 3; limited in scope SGB s assigned to one of seven regions for administrative purposes; does not affect ability to play teams outside region Virginia is in the Southeast region: Georgia, Maryland, North Carolina, South Carolina, Tennessee, Virginia, West Virginia (no clubs) Each region has a representative who serves on a national council However, each SGB votes on matters to create USAY&HSR; votes weighted by membership levels
