COUNTRY OVERVIEW In 2021 Birth Registration was estimated to be: 62% complete within 1 year of birth/for children under 5 [Based on 2011 Census] 1.7% (17 births per 1,000 population) of the total population is estimated to have had their birth registered Death Registration is estimated to be: 0.53 % [5.3 deaths per 1000 population per year] {=291/53103*100} complete within 1 year of death Cause of death (from a medical certificate) is provided for 95 % (278/291) of all deaths Vital statistics is based on Vital Records Information System Organization chart on next slide

  4. E-registry and digitisation On this slide briefly describe What IT system do you currently use? VRIS (Vital Records Information System, developed for Vital Statistics) Where is your data stored (centrally or local offices) : Centrally How records are stored just electronic or paper records too: In the MOHHS, electronic records, in MOCIA: paper based. Is data backed up/ protected off site/ local duplicate of the hard drive, copies of paper records? Yes on back up, off site (not in the office) Do you have plans to upgrade or change your IT system? Yes, upgrade to a module in MHIS (Marshall Health Information System - web based system). Work with MOCIA to be able to access the system and finalize the certification. Is the current system linked to identity management (eg national ID), health sector, or other government IT systems - Not at this time. VRIS will be upgraded to MHIS web based system and will share to MOCIA for final certification. We don t have an update on National ID implementation.

  5. CRVS activities implemented during the last 3 years In 2020, the Micronesian Legal Services led the CRVS committee stakeholders meeting to strengthening and improving the coordination between the CRVS stakeholders on their roles and responsibilities concerning the birth and death certificate processing and reviewed and streamline the name change process requirement. Child Protection in Emergency pilot project was led by Ministry of Culture and Internal Affairs on the Analysis of Children in the RMI. Vital Statistics was engaged in this project roll out to the Outer Islands on improving the reporting of BC in the Outer Islands and ensure all children access his/her birth certificate which inline with the United Nation Legal Identity Agenda.

  6. Help! BAG is on its way . Some of the issues priorities identified by the CRVS in the RMI ( Improvement Plan) are as follows: 1. Improved coordination between stakeholders, in particular between the Ministry of Health and Ministry of Home Affairs 2. Improvement of the IT infrastructure at the Ministry of Internal Affairs to better support data sharing and record searches. 3. Revision of roles and responsibilities to simplify and speed up processes with utilisation of improved technology, and subsequent document of these. 4. Advocacy on the importance of CRVS and greater engagement with staff across the system on the importance of their role.
