Waltham Forest Adult Learning Service In-house apprenticeship provider 91% Employer satisfaction Ofsted grade 2 provider Employers speak highly of the extensive and flexible support that managers and assessors provide apprentices Ofsted 2016 Waltham Forest Adult Learning Centre provided the academy with enthusiastic and talented apprentices. The apprentices supported the academy tackling skill shortages by mixing their fresh ideas with the specialized new skills learnt while working . Tania Dorman, School Principal Employers are very positive about the contribution that apprentices make to their Ofsted 2016 businesses

  3. Designed by employers for employers Employment + work- based training WHAT IS AN APPRENTICESHIP? Flexible delivery models depending on level and type of apprenticeship Vocational qualification Skills, behaviours and knowledge + maths, English + employment skills 1yr to 18 mths to achieve Level 2-7

APPRENTICESHIP LEVY THE FACTS Comes into effect May 2017 Applies to all large employers with payroll of 3 million or more 0.5% of total payroll into Levy fund - tax Deductible expense for Corporation Tax Public sector bodies required to employ 2.3% of workforce as apprentices annually Unspent levy funds expire in 24 months Covers training costs only, not salary Financial incentives for employers

APPRENTICESHIP LEVY THE FACTS Levy paid monthly through PAYE process same as Income Tax and NICs Unspent levy funds expire in 24 months LA schools also included in LBWF levy Academies responsible for own levy Schools will be responsible for salary costs Introduction of new Digital Apprenticeship Service to manage levy account

Incentives and Opportunities From May 17 no NI contributions for apprentices < 25 years old Employers will get out more than they pay into the levy, through a 10% top-up to their digital accounts Additional 600- 1000 for employing apprentices aged 16-18 years old A bonus payment of extra 20% of the capped amount for successful achievements Age restrictions lifted employers won t pay more for apprentices aged 19+

Who is eligible for apprenticeship training funded by the levy Three potential opportunities to optimise your levy 1.Current employees can benefit from apprenticeship training as CPD employment contract, terms and conditions not affected 2.New apprentices recruited to workforce fixed term contract with and apprenticeship wage 3.Vacant posts converted to apprenticeship apprenticeship terms and conditions as above

Benefits for Employers Free training at point of delivery Improves staff retention by providing CPD and career progression no need to move schools Cost effective workforce development new apprenticeship roles, conversion of vacant posts Fills skills gaps succession planning All ages eligible for apprenticeship training Grow your own talent

  9. Paying the Community and grant funded schools Schools to contribute 0.5% of payroll to LBWF Levy 0.5% applies to all community and grant funded schools Details to be finalised shortly

  10. How will it work for schools independent of LA? Employers will calculate, report and pay levy to HMRC, through the Pay As You Earn (PAYE) process alongside income tax and National Insurance. Report levy owed using Employer Payment Summary Register for New Digital Apprenticeship Service digital account Levy funds available as digital vouchers through DAS Once registered, select your PAYE scheme Allows employers with multiple PAYE schemes and connected companies to aggregate levy funds into one account on the service.

DAS allows you to check levy contributions coming into the account monthly and accumulating over time Digital Account supports forecasting of funds that are likely to accumulate in their account and manage cash flow Select a training provider through Digital Apprenticeship Service Account and enter contract agreement Funds will automatically leave the employer s digital account on a monthly basis, spread over the lifetime of the apprenticeship. 20% of total cost will be held back, then paid back on completion of the apprenticeship
