Warwickshire County Cricket League Pre Season Captains Meeting 2025
ECB Safety Regulations ECB Safety Regulations bring together a number of previous ECB Directives, primarily relating to young cricketers They are also a number of updates contained within them. 1. Eligibility of Young Cricketers Now based on Match Day Age (previously Year Group) Minimum Age is 12 (previously Under 12 Age group) County Pathway 11 Year Olds are also eligible Written Parental Consent is required for all U18 players Umpires and Opposition Captains must be informed Team Sheets required 2. Fast Bowling A Fast Bowler, is defined as someone who delivers the ball at high intensity (whether the wicket-keeper stands up is no longer relevant) Over Restrictions apply to all bowlers aged 19 and below Over Restrictions have changed 3. Umpire Actions Non co-operation to be deemed time wasting and appropriate sanctions applied, including penalty runs and forfeiture.

Win Lose Cricket Banked Time Updated Regulation for 2025, to prevent games being abandoned when sufficient playing time remining to reach a result. Prinicple: If the first innings of a Win Lose game finishes early (through fast over rate, or dismissal) then, in the event of an interruption, the Banked time can be used, before overs are reduced. Key Points: Agree with Opposition Captain and Match Officials the finishing time of the 1st innings Umpires have been told to use the scheduled finish time, prior to any allowances for lost balls etc The calculation of Banked Time can only be made at the innings break The application of Banked Time can only be in the 2nd innings Banked Time operates in addition to the 30 min allowance in the Premier Division There still has to be sufficient time for 20 overs to be completed in the 2nd innings else the game is abandoned.
Win Lose Cricket Banked Time A Division 1 match starts on time, Team A is bowled out at 3:20pm. In the second innings there is a 45 minute rain delay. (1) Scheduled 1st innings close time 3:50pm (2) Actual 1st innings close time 3:20pm The 30 mins early finish to the 1st innings can be utilised to minimise the lost overs. (3) Banked Time ((2)-(1)) 30 mins (4) Second Innings Delay 45 mins (5) Lost Time ((4)-(3)) 15 mins Duckworth Lewis, Powerplay and Over Limit revision needed. (6) Lost Overs 4 overs A Division 1 match is subject to an 80 minute delayed start, reducing the game to 40 overs per side. Team A s innings finishes at 4:10pm. In the second innings there is a 60 minute rain delay. (1) Scheduled 1st innings close time 4:30pm (2) Actual 1st innings close time 4:10pm (3) Banked Time ((2)-(1)) 20 mins (4) Second Innings Delay 60 mins The 30 mins early finish to the 1st innings can be utilised to minimise the lost overs. (5) Lost Time ((4)-(3)) 40 mins (6) Lost Overs 10 overs Duckworth Lewis, Powerplay and Over Limit revision needed.

(6) Lost Overs 20 overs A Premier Division match starts on time. Team A s innings finishes at 3:05pm. In the second innings there is a 120 minute rain delay. (1) Scheduled 1st innings close time 3:20pm (2) Actual 1st innings close time 3:05pm The 15 mins early finish to the 1st innings can be utilised to minimise the lost overs, in addition to the 30 Minute Premier Division allowance (3) Banked Time ((2)-(1)) 15 mins (4) Grace Time (Prem Only) 30 mins (5) Second Innings Delay 120 mins (6) Lost Time ((5)-(4)-(3)) 75 mins Duckworth Lewis, Powerplay and Over Limit revision needed. (7) Lost Overs 19 overs
Win Lose Draw Cricket Overs Carry Over Updated Regulation for 2025, to allow teams to decline the additional overs in the event they dismiss the side batting first. Key Points: Only applies when the team batting first is dismissed, it does not apply to a declaration. The decision must be made at the mid innings interval The Captain must communicate to the opposition captain and match officials Where there are no match officials, the captain must communicate with the Duty Manager (SMS is fine) The available overs cannot reduce below the original innings allocation No halfway house decisions, it is all the carry over, or the minimum overs. If declined, the overs are lost to the game Result calculations unchanged, full total for win, run rate for winning draw etc
Win Lose Draw Cricket Carry Over In an uninterrupted Division 1 match, Team A are dismissed in the 46th over. In an uninterrupted Division 9 match, Team A are dismissed in the 38th over. Team B can decide whether to face 54 overs or 50 overs in the second innings Team B can decide whether to face 52 overs or 45 overs in the second innings A Premier Division match is subject to a delayed start and reduced to 38 overs per side. Team A are subsequently dismissed in the 35th over. Pre Match the captains agree to a 45 over match in Division 2. Team A are subsequently dismissed in the 38th over. Team B can decide whether to face 52 overs or 45 overs in the second innings Team B can decide whether to face 41 overs or 38 overs in the second innings. A 50 over Division 1 starts on time. The match is interrupted, and 12 overs are lost, reducing the match total to 88. Team A are subsequently dismissed in the 47th over. Team B will face 41 overs, as the remaining match total is less than those originally scheduled. A 50 over Division 1 starts on time. The match is interrupted, and 6 overs are lost, reducing the match total to 94. Team A are subsequently dismissed in the 40th over. Team B can decide whether to face 54 overs (remaining match total) or 50 overs (original allocation).
Regulation 4 Moving Players Between Teams Now applies to all fixtures where a club s higher team(s) does not have a fixture Notable for: Birmingham & District Premier Clubs in Week 1 & 2 Warwickshire Premier Clubs in Week 1 Games re-arranged to Bank Holidays through exceptional circumstances Division 6 clubs with blank weeks Early Abandonments Players who have made 70% or more of their appearances in higher division teams in the qualification period are not eligible to drop-down Exceptions available via the GM, no later than 8pm Thursday Qualification period (Apr to July Fixtures) all games played in 2024 or 2025 Qualification period (Aug and Sept Fixtures) all games played in 2025 only Breaches will be considered an ineligible player with associated penalties.
Other Changes Division 11 All Games are Win Lose Draw Division 8 to 11 Start Times aligned to Division 1 to 7 All WL Games Batting Bonus points now based on run rates (min 20 overs) Scorers Entitled to a 10 expenses contribution from the opposition, if they score the entire game as a non-player. Umpires Entitled to full fee, if the game is still active 3 hours after scheduled start, even if subsequently abandoned without play.
Pre-Match Wet Weather The level of covers required is determined by the Ground Standards Premier Division Full Match Pitch, Bowlers Run Ups (10 Yards), adjacent match pitch Division 1 to Division 7 Full Match Pitch Only Division 8 and Below - optional Home Club are responsible Penalties for non-compliance clarified for 2025. Any agreed ground changes must be communicated via the home club, once approved by the league please check messages have been received.
Wet Weather Communication is key and should be led by the Home Team. Ensure the opposition has the correct contact details! Failure to communicate, can lead to penalties. If a game is in doubt, keep opposition and umpires informed. Games can be cancelled by mutual consent between the captains. If no agreement, then both teams should attend the ground. Don t forget to report the result of an abandoned match Matches require 20 overs per side to be available in order to start (typically 4:50pm cutoff) Win Lose matches need 20 overs per side to be available in order to resume. DL applies make sure you have the app available Win Lose Draw matches can be resumed, when conditions allow if either captain wishes to continue.

Safeguarding & Team Sheets Team Sheets: Complete on Play Cricket prior to a game if a player cannot be selected, they are not registered Exchange paper copies with Match Officials / Opposition Captain at the toss (template on League Website) Clearly identify Young Cricketers Poor treatment of Under 18 players is increasingly being considered as a Safeguarding matter All players should be treated with respect. Abuse directed at an U18 would be considered an aggravating factor in any disciplinary process Disciplinary regulations also apply to the conduct of U18s All Clubs should have a Safeguarding Officer registered with WCF All Captains should have a valid DBS certificate these will be subject to spot checks ECB Safety Regulations apply to all Young Players they are not optional.
Umpires Umpire numbers are similar to 2025 Generally strong coverage down to Divison 4 Division 5 West is better covered than Division 5 East Some coverage possible in D6 when availability is strong, likely July onwards 3rd May is the poorest week additional club umpire availability welcomed. Umpires Fees are unchanged (note full fee due for games still active 3 hours after start): Level Standing with Partner Level 1: Panel 50 Level 2: Club 40 Standing Alone 70 60 When Panel or Club Umpires standalone, the fee is to be split between the two teams When a Club Umpire stands with a Panel umpire, the Club umpire is paid by their club, the Panel Umpire is paid by the non-providing team Umpires are not obliged to accept cashless payments check in advance! A registered panel or club umpire is entitled to stand at both ends for the entire game when standing alone.
Fair Play Team Conduct Fair Play marks started to decline in 2024 we would like to see an improvement Vast majority of games are played in excellent spirit Captains are responsible for setting the tone and working with Match Officials and opposition captains to ensure adherence. Attributes of Poor Conduct Consequences of Poor Conduct Verbal comments designed to unsettle or abuse Send-Offs to outgoing batsmen Continued / exaggerated appealing Audible comments amounting to dissent Captains asked to intervene Players subject to individual sanctions 1st Occurrence a Formal Warning 2nd Occurrence a Final Warning, unless 4 demerit points are reached 3rd Occurrence or 4 Demerit Points 2 match suspension for matchday captain + 10 League Point Penalty Further Occurrence Formal Disciplinary Hearing
Fair Play Individual Conduct Law 41 (Unfair Play) and Law 42 (Player Conduct) apply: https://www.lords.org/mcc/the-laws-of-cricket/unfair-play https://www.lords.org/mcc/the-laws-of-cricket/players-conduct Umpire Reports will result in action taken under the ECB GCR: Link to GCR Umpires have the option to issue Formal Warnings, these are subject to totting up. 2 warnings is equivalent to a Level 1 offence within the GCR Player suspensions will be shared with other leagues and reciprocated.
Fair Play Club Conduct Clubs are responsible for the behaviour of their spectators, players and officials, both on matchdays and in respect of conduct relevant to the league (e.g. Social Media) This is covered in part within the GCR The WCCL have made local additions to the disciplinary code covering: People entering the field of play (unless invited by the umpires) Abusive or Derogatory comments from spectators Bringing the game into disrepute via unfounded allegations
Post Match Reporting 1. Report the Result Home Team Only by 10pm on the match day Either complete the result on Play Cricket OR Use the Results Form on warcl.org Please respect the time of the committee and update the results as soon as possible, particularly for weather affected matches where more checking is generally needed. Warcl result forms have been updated slightly from 2024

Complete the Captains Report Form Both teams by 8pm on Monday following Form is on Warcl.org Home Team will need to mark Umpires and Opposition Fair Play Away Team will need to mark Umpires, Opposition Fair Play and Ground Standards 2025 Umpire Marks will be 3 scores out of 10 per umpire Planning and Preparation Match Management Decision Making Reports can be completed for any WCCL fixture. They are mandatory for any match with Panel or Club umpires. Penalties apply for non-completion. Post Match Reporting Umpire Marking A score of 10 (Excellent) or 9 (Very Good) is likely to include the following indicators: DECISION MAKING PLANNING AND PREPARATION MATCH MANAGEMENT Communicated well and appropriately Approachable Intervened when appropriate Developed good relationship with Captains, Players, Scorers, Colleague Pro-Active Conflict Management Handled Conflict well Ensured a Safe Environment Vast Majority of decisions deemed correct Decisive and confident decision making Communicated decisions effectively Reacted well to pressure Handled ground / weather issues with clarity. Arrived in Good Time Good Positive Image Thorough knowledge of Laws and Regulations Inspected Ground and Match Balls Drew attention to any issues pre-match where relevant Guidelines will be on the Match Report Form
Post Match Reporting 3. Upload the Scorecard Home Team to Lead by 8pm on Thursday following Home Team to upload BOTH innings Away Team to correct any omissions / unsure players We intend to be more diligent on compliance with the Team Sheet and Scorecard regulations in 2025. The home team needs to make sure they have copies of both innings.

Club Umpires Club Umpires Requirement for 2ndXI s in Div 3 to Div 6 Need to supply a registered umpire for Home Fixtures (Away game optional) Substitution of Away fixture for Home game permitted via Umpires Sec 8 point penalty per game missed (max 24 points) Clubs in Division 7 and Below can accrue bonus points by providing registered Club Umpires to their fixtures. 1 point per 2 games officiated Umpire must be on the registered club umpire list Umpire must be added to the fixture on the League Website Umpire must complete the match report form on a timely basis

Duty Manager The League runs a Duty Manager service on a Saturday afternoon on a rota basis for Captains, Club Officials and Umpires Contact Details of the on call person will be published on the WARCL.org website The Duty Manager is a first contact for anything that needs bringing to the committee s attention or cannot be resolved at the ground between Captains and Umpires The Duty Manager is NOT available to: Judge whether grounds are fit to play on Carry out DL calculations The rest of the management committee, including the GM do not offer an escalation service. The input of the Duty Manager is final. I will not respond to Saturday morning enquiries, unless I am the Duty Manager.
Player Registrations Registration and Transfer Requests are now being processed via Play Cricket There is a guide to the Play Cricket process on the League Website News Article (Player Registration and Transfers) Registrations require: Full Name Postal Address Date of Birth Immigration Details (see later slide) If a player is a transfer, please locate the correct record with the existing club Transfers within the WCCL have a 5 day objection window Transfers outside the WCCL have a 7 day objection window If you are unable to select a player for a league fixture on Play Cricket, they are not registered.
Player Eligibility - All ALL DIVISIONS: Category 2 Players (County Contracted) are not eligible for the WCCL Standard Visitor Visa are not permitted in the WCCL Must meet Home Office criteria One Category 3 player per Premier Division team no limits in other divisions. Young Players as per ECB Safety Regulations A Player can only be registered with one ECB Pyramid League team exceptions by application only A transferring player is only eligible once the transfer is authorised by WCCL Premier, Division 1 to Division 4 Only: Registrations must be received by 8pm on the Thursday prior to the fixture Division 5 and below: Registrations must be submitted by 8pm on the Monday post the fixture Note: that transferring players are not authorised to play until transfer is complete
Miscellaneous Saliva is being permitted in the IPL - it remains prohibited by the ECB - there is no change Concussion Ball is dead upon any impact with the head / helmet no further runs can be scored, no dismissals can result. Mankad A team warning system applies
Transfer / Registration Deadline No transfers will be accepted after 30th June 2024 New registrations post 30th June only eligible to play in D6 and below Both conditions subject to appeal under exceptional circumstances
Moving Players Between Teams Updated Regulation for 2025 A player cannot play in a lower division team after 28th July if either: They have played more than 70% of club fixtures in higher division teams OR 50% or more of their individual appearances have been in higher division teams (minimum 6 total appearances) Example Team A have played 16 games Player A has played 12 games, 10 in 1st XI and 2 in 2nd XI Player A is illegible for further 2nd team games as >70% of his appearances have been at higher level. Exemptions can be granted on request must be received by 8pm on Thursday prior to fixture
