Trustee-Leo Worked on 2 reports filed against township employees 1 complete 1 open Completeed last public records request Blight Web-site updates Continued Working with Eric Hart on project to put logs on excel doc Working on police fax line waiting number to be ported Continued Talking to people about 5714 Blessing repairs & or staying at Fire Department what is best for the long run for the Township. Turned over to Mark process of getting bids for repairs on Blessing building Multiple discussions with Prosecutor about on going issues in Township Will finish Lexipol by August 15 to be approved by Trustees and Prosecutor Working on what we need to do to get Food Trucks for Villamar Park. Reviewing budget status Continue to monitor 911 consolidation and what it will mean for Township going forward. Trustee-Kellie 7/28 - reached out to Anita Lopez regarding a zoning question and to remove Villamar Park building off the value since it was demo'd sent reply to zoning 7/30 - reached out to the county and health dept related to the Villamar house circulated emails to departments Working with Ron on Villamar House per legal counsels advice Emails with auditor - audit set and I will be working with Shelly. If there are findings the trustees will right a remediation plan, add to internal controls, and make sure it's documented on the audit. Create priority list and updates Reviewed and answered emails, messages, and calls July Newsletter and post Updates to website and FB Read feedback on park land received around 10 emails mixed opinions summary - loss revenue for taxes, more maintenance on shoreline, if we don t have to pay to much there is interest, excitement to expand, concern if house being built there or owner putting up a fence, like what is already there don t need more land Working with John Borell on ARP fund uses can use for anything if it s loss of revenue in that fund, roads if tied to a sewer/water project, can use to pay first responders premium back pay cannot use for repairs/maintenance, cannot use for equipment, cannot use for park equipment, cannot use to add sidewalks OTA announced an ODOT grant that could also help with roads researching Received mowing that is not township and sent to the county still have to reach out to Toledo Edison, Columbia Gas, Ann Arbor Railroad, etc . 8/3 - Answered Auditor questionnaire about fraud 8/3 worked with Shelly on auditors questions 8/5 worked with Shelly on auditors questions August 10, 2021 4

  5. Fiscal Officer We have received the first ARP funds from the State: $173, 834.39. The 2019 2020 Audit is currently in progress for our Township. I have been working with them closely in order to get this complete. The multiple public records requests received, have now been completed. August 10, 2021 5

  6. Roads & Parks Department My crew and I have been mowing fields and parks on Monday s and if needed Tuesday s we also try to get everything trimmed at same time. Drug the Infields at Shoreland Park and drug them to remove weeds and grass. Sent Washington Local Schools a bill for mowing the walkways at Shoreland School. Spoke with ULine again they notified me of their back log and shortage of materials they are working on orders as they receive materials they will keep me posted and I will keep the Trustees posted as I receive information. Still working with Trustee Brittson on receiving asphalt grindings from the Summit St. Project. This is free to Township and will be used to dress up parking lot at Shoreland Park and Villamar Park. Shoreland Park now have key fobs to enter the building, I will keep the keys in place for Emergency s. We will be starting on cleaning up the Handicap ramps throughout the Township. Turned in a list of properties to Trustee Schlachter we cut for County and State. Called Toledo Area Sanitary District for mosquito sprayer to run through the Township trying to get them under control. Working on getting County to cut Summit St. and Suder Ave. behind guard railing cut with boom mower. August 10, 2021 6

  7. Fire Department Annual hose/ladder test completed on 8/2/21 Firefighter Rob Priebe requested leave of absence from department for personal reasons. August 10, 2021 7

  8. Police Department Lexipol has had a staffing change and ongoing software issues creating a loss of progress for the month of July. A new representative has been assigned so this may move forward. The house fire on Rounding River is still under investigation and is being conducted in coordination with the State of Ohio Fire Marshalls office. The previously reported injured person case in Raintree Village has been closed with no charges filed. Car # 90 is back from Baumann Ford . Repairs to the drivers seat in the amount of $ 510 and repairs to the front suspension and new brakes in the amount of $ 800.75 have been completed in the last month. A major drug trafficking case initiated in July of 2020 has been closed with the suspect being found guilty and will be sentenced on August 17th. This resulted in the seizure of 44 bags of crack cocaine , one large bag of Fentanyl and one bottle of Oxycodone pills. An OVI Checkpoint will be conducted in the Township during the month of August. The 911 consolidation changes and how they will affect our operations are being closely monitored as we approach the full implementation of the changes later this year. I will be working this week Mr. Brittson on automating our daily shift logs . A big thank you is extended to Bryon McIntosh for his assistance on 7/30/21. Bryon removed and repaired a wheel for our cruiser allowing it to stay on the road and not be towed at 10 P.M. on a Friday night and performed the work at his home. Overtime expenses for the first half of 2021 have been partially attributed to a higher than anticipated use of sick time. Sick time use for the first half of 2021 was 64 hours above projected use. Drag racing and other blatant vehicle offenses are still being closely monitored with high speed motorcycles being the largest concern. An increased presence on Summit Street on the late hours of the weekend have had good results. Attended a Fun Day event with the Care Bear Daycare on 8/5/21. An officer and barricades were provided for activities in the parking lot for the kids for two hours. We will be meeting with the Washington Local Schools Public Safety officers to discuss any concerns involving the start up of the school year in relation to the ongoing construction.   9. Zoning Department Continuing to issue violations throughout the Township. Working with Lucas County Prosecutor s office regarding property at 5420 Patriot (Whiting). Working with Trustees and Lucas County regarding 5952 Villamar (Ferguson). Working with Mark Smith at Lucas County regarding 2611 Shoreland Ave. for the runoff of rainwater to neighboring properties. Recommend 10-day resolution for: Recommend 4-day resolution for: 2938 Jasik Dr 1308(H): Areas which have grass, groundcover plantings, shrubs, trees that are not kept in a healthy, neatly trimmed condition or woodpiles, skids or other burnable materials that harbor rodents, or other animal or insect infestation. Vegetation shall not encroach on adjacent properties. 1303(F): All fences shall be maintained in good condition. o 5952 Villamar Dr. 1308(E) The existence of any vacant dwelling, garage, or other out-building unless the same is kept securely locked, windows kept glassed or neatly boarded up, and otherwise protected to prevent entrance thereto by vandals. 1308(H) Areas which have grass, groundcover plantings, shrubs, trees that are not kept in a healthy, neatly trimmed condition or woodpiles, skids or other burnable materials that harbor rodents, or other animal or insect infestation. Vegetation shall not encroach on adjacent properties. 1308(J) Building exteriors must be kept in good condition with no partially completed siding or painted walls. Peeling paint or deteriorating surfaces are prohibited. o Recommend Trustees move forward with clean-up at: (no contact from property owner) 5541 Pageland 1308(H): Areas which have grass, groundcover plantings, shrubs, trees that are not kept in a healthy, neatly trimmed condition or woodpiles, skids or other burnable materials that harbor rodents, or other animal or insect infestation.   11. Old Business Update on status of Lexipole for Fire & Police. Installation date of September 1, 2021. Looking into, with Shelly, online payment system for fines, park rental, permits. Discuss ARP funds - amount, timing, use Have guns been sent in for trade in and status of destroying guns of no value being picked up 8/11/2021 Doug Whiting property update 911 Consolidation update Cost to repair Creekside road - options - timeline Determined how to split bills for certain shared services, supplies & space at our new location. Will wait for a couple of cycles of bills. UPDATES ON PRIORITY TASKS Blessing building Mark is working on getting three quotes for repairs and remodel We did have interest in buying just the building not ready to entertain an offer Once we have the quotes back, we will evaluate and look at all options and make a decision keeping the needs of the entire township in mind and future expenses LEXIPOL Policies and Procedures Leo is the project manager He is working on the admin side and working with Fire and Police to get their information in the system timely Goal is to have this approved and in compliance by the end of the year 911 Consolidation 80k Looking at ways to cut cost for Police and Fire departments Evaluated all expenses and cut where we could Department heads manage their own budgets to determine where they can save Consolidated into one space helps August 10, 2021 12

  13. Villamar Park Waiting on benches and picnic tables to be delivered. 8/5/2021 items have shipped may have early next week. Kellie is working on sponsors/grants/ARP funds for pavilion and concrete work. Opportunity being discussed with residents regarding connecting property purchase - waiting on legal counsel to see if ARP funds can be used before it s discussed again. Owner called the township office to talk to a trustee. Kellie called the owner back and he was interested in selling the property next to the park to the township. Kellie took the information to the other trustees in executive session. Keep Toledo Lucas County Beautiful grant for plantings Kellie is working with them on design once complete it will be shown to all three trustees for approval and work will be complete in the fall after a cleanup event. Dates not finalized yet. Roads Creekside project Cost around 800k and has been discussed this year with the county and may be able to get 50% paid for Kellie is working with legal counsel to see if some or all or the project can be covered with ARP Funds Kellie has spoken to Shelly regarding current financing and when it ends need to discuss if we need financing how long can we go and what would the payments be Recent OTA newsletter included an ODOT grant to townships for roads project. We are researching. Whiting Property Tom Yunker & Leo Brittson are working with legal counsel Once we know the proper way to handle, we will move forward 5952 Villamar Property Tom is working on zoning violations Kellie contacted the health department, county commissioners, legal counsel.
