WESTERN AUSTRALIAN OVERVIEW In 2022 Birth Registration was estimated to be: 98% complete within 1 year of birth/for children under 5. For the period 1/1/2018 to 31/12/2022 Death Registration is estimated to be: 99.67% complete within 1 year of death. For the period 1/1/2018 to 31/12/2022 Cause of death (from a medical certificate) is provided for 83% of all deaths For the period 1/1/2018 to 31/12/2022 Marriage Registration is estimated to be: 99.75% complete within 3 months of the marriage WA Stats (1841 to 2022) Total Births 2,261,534, Deaths 933,894, Marriages 858,894, Change of Name 92,012 Statistics are extracted from the Western Australian Registration System - WARS
E-registry and digitisation WA uses a purpose built in house registration system - WARS All data is stored centrally in a Data Centre Off Site All current records are stored electronically however we do have historic registers (bound books) in secure off site storage. Source documents are scanned into an optical imaging system and the images are saved to a separate site. Data back up is real time Back up is stored in mirrored servers at a separate off site facility. There are no current plans to upgrade WARS. We are doing some enhancements i.e. Marriages & Births Online WARS does not have any links to ID systems. We do have interface with the National Document Verification System - DVS
CRVS activities implemented during the last 3 years Locally in WA we have been working on the enhancement of our WARS system to allow greater online lodgement. WARO Online Certificate Application Portal MCOL Marriage Celebrants Online Lodgement Portal Births We are just starting a project now to get a portal for the online registration of a births Late 2024. Closing the Gap Under registration of ATSI births CET and Open Day Programs
Current challenges Closing the Gap National Initiative - The under registration of ATSI births. It is acknowledged that the ATSI Cohort is under registered. WA need plans and strategies to improve registration and to also back capture historic non registration. Targeted approach. Commenced in 2011 still going Digitisation is not a useful solution due to the vastness and remoteness of WA Open Day and CSDD program. Community Engagement team established Engage with Remote Aboriginal Communities, Health Clinics and & Schools State Ombudsmen Child Death Review Annual Data matching to ensure deaths are properly registered. National Projects Birth of Child, Digital Certificates, ADNS Other Upcoming Challenges WA Ongoing Legislative Review All of Government Data Sharing v- Privacy Gender Change and Transition Adoptions Human Reproductive Technology, Artificial Conception, Surrogacy o o o o o o o o o
Help! BAG is on its way . Engage early with families, funeral directors, marriage celebrants health professionals. Have flexibility in process for those in remote areas. WA is a small part of the big picture in Australia. There are many National projects running and driven by multiple states. Each state Registrar needs respective Govt. Minister approvals to participate. All states have separate legislation and different priorities. Funding for National projects is always problematic. Each state has their own technology. Continued Community Engagement, Births Online, Be prepared for Legislative changes.
