Speakers Michelle Allen serves as the Executive Director of the Kentucky River Area Development District, which is located in Hazard, Kentucky. She began her career with the ADD in 2001 as a staff accountant. In 2002, she was promoted to Associate Director of Finance. A role she would maintain until becoming Executive Director in 2018. Dan Van Doornik has served as the Director of Finance for PlanRVA in Richmond, Virginia for the last eighteen months. Dan brings more than thirty years of financial leadership to PlanRVA. He has extensive experience working with government, quasi- government and non-profit entities in the areas of consulting, system implementation and development, and reporting and business information creation. Gerald Carter is the Finance Director at Top of Alabama Regional Council of Governments (TARCOG). Carter has been with TARCOG since 2010. He has held several positions within TARCOG from beginning as a payables clerk and advancing to positions in payroll, as an accounting assistant and was named Finance Director in 2015. Carter oversees all aspects of the company's financials; as well as, building operations and fleet management. Carter is a graduate of the University of North Alabama with a bachelor's degree in business administration with a concentration in accounting. Before beginning with TARCOG, he spent 9 years in the landscape business.
