  1. Wholesale Market Working Group Report to WMS David Detelich Julia Harvey February 5, 2020 From January 27 WMWG Meeting

NPRR975 Load Forecast Model Transparency ERCOT discussed comments that they are preparing to issue on top of the TCPA comments Explanations of outlier forecasts will utilize the forecast at the time of the DRUC Details of how this will get posted to MIS will need to be worked out as part of the project for implementation WMWG was satisfied with this outcome

  3. Credit/Collateral for QSE representing Resource only ERCOT and WMWG review the mechanics and timeline of switching a resource to another QSE ERCOT continues to review the gaps in the protocols concerning this and will present at a future meeting This remains a WMWG action item

  4. ORDC and RTRDPA outcomes during EEA ERCOT reviewed the components of RTOLCAP for ORDC Adder and the Real-Time Deployment Price Adder (RTORDPA) Notable is that the contracted amounts of ERS is used in RTORDPA Details of the August 13thand August 15thEEA events were presented This information informed the ERS discussion

  5. Switchable Generation Resources (SWGRs) From ERCOT: Conference calls were held with the SWGR owners WMWG reviewed a draft NPRR that will automate the EOC floor entries and clarify the compensation SWGR owners will bring comments to this draft back to WMWG for further discussion

  6. Emergency Response Service (ERS) Review of the Summer Action item by WMWG & DSWG Reliability deployment price adder ramp. Crossover between procurement time periods and calculation of the adder. Self-deployment of ERS. Communicating ERS Deployment ERCOT posted a summary of the discussion to the DSWG meeting page for review

Reliability deployment price adder ramp The 10 hour ramp is set by Protocol section 6.5.7.3.1 ERCOT review of the deployments indicates nearly all ERS has returned to service by 3 hours The ramp can be changed by NPRR to 3 or 4 hours The extra ramp time results in excess costs in the market Small dataset used in the analysis Concerns expressed about making a change this quickly WMWG & DSWG request WMS input on whether an NPRR should be submitted to get this changed by summer

  8. Crossover between procurement time periods and calculation of the adder The RTRDPA uses the contracted capacity in effect at the time of calculation each SCED interval It can change during the deployment The Ramp starts with the contracted amount in effect when the ERS is recalled No changes discussed or recommended

  9. Self-deployment of ERS It was noted that the commission discussed self deployment A contract for ERS obligates the load Does not mean the load has to remain until deployed Once deployed the load must drop and stay off until recalled The IMM presented that the RTRDPA calculation should be adjusted for self deployment MW instead of using the full contracted amount It is not practical to require telemetry so ERCOT would know the MW of self deployment WMWG and DSWG made no recommendation on this issue

  10. Communicating ERS Deployment ERCOT investigating changes needed to notice the market that ERS has been deployed It may require an SCR WMWG and DSWG will review further as needed
