Citys ARPA Business Improvement and Nonprofit Grant Programs Business Improvement Grant Program a 50/50 matching grant program with a maximum award of $50,000 to help existing and new small businesses to complete capital improvement projects to improve the appearance and/or function of real property. (City to award a total of $800,000) Nonprofit Grant Program a maximum award of $30,000 for programs that provide direct aid to City of households, employment programs, mental health/substance abuse programs, food/shelter insecurity assistance and other programs targeted to assist households impacted by the pandemic or help a nonprofit recover from the pandemic. (City to award a total of $200,000) Grant application portal opens Friday, May 26th at 9:00 AM and closes on Friday, July 31st at 4:00 PM. Eligible businesses and nonprofits are encouraged to apply. Grant funding awarded must by spent by March 31, 2024.

Citys ARPA Business Improvement and Nonprofit Grant Programs Technical Assistance The City has contracted with UHY Advisors to provide ARPA technical assistance to ensure federal compliance with the US Treasury Final Rule and the federal Uniform Grant Guidance. Available technical assistance UHY provides includes: 1.) obtaining answers about funding regulations; 2.) application requirements; 3.) compliance with program regulations; and, 4.) funding eligibility. Eligible Businesses Businesses with operations in Williamsport based on the following: Businesses founded prior to January 1, 2020 Registered in the Commonwealth of Pennsylvania to conduct business, Is in good financial standing with the City of Williamsport and the Commonwealth of Pennsylvania, Current on federal, state, and local taxes, Employs no more than 60 employees, and Experienced a negative economic impact resulting from COVID-19 pandemic. Businesses founded or in the process of being founded after January 1, 2020 Registered or in the process of getting registered with the Commonwealth of Pennsylvania to conduct business, In good financial standing, Current on federal, state, and local taxes, Employs or will employ no more than 60 employees, and Experienced a negative economic impact, including and not limited to accessing credit, loss of expected capital, or increased costs incurred due to the COVID-19 pandemic.

Eligible Nonprofits Nonprofits with 501(c)(3) approval from the IRS that provided services to Williamsport residents in January 2019 and are currently providing services or have experienced a negative economic impact resulting from COVID-19 pandemic. Requirements of Eligible Businesses and Nonprofits Registration with SAM.gov to obtain Unique Entity Identifier (UEI) that replaces DUNS. Retain and have available documents related to project and/or program awarded funding for 5 years from date of grant close out Have quotes and proof of purchases in the form of contracts, purchase orders, invoices, receipts, and checks or payment records. Report on progress of project and/or program on a regular basis. Make sure all local, state, and federal laws and regulations are followed and costs meet ARPA eligibility.

  9. Business Improvement and Nonprofit Application Portal The online application portal allows for secure completion and submission of an application. All questions of the application are to be answered. A submitted application is a permanent record used for any audits or compliance reviews. Gather information to answer application questions in advance of starting to complete application. Get copies of the required documents to be uploaded in advance of application being started, completed and submitted. [Without required documents uploaded, the application is incomplete.] Incomplete applications will not be considered for grant funding.

  11. What is required to apply? Complete and accurate application responses and upload of required documents. Business Improvement Required Documents: 1. Commonwealth of Pennsylvania Status Letter (Letter of Good Standing) as an existing business. 2. Official registration as existing business or registration application for the Commonwealth of Pennsylvania as a new business. 3. Tax returns for 2019, 2020 and 2021 (redacted for personal information). Nonprofit Required Documents: 1. Internal Revenue Service 501(c)(3) Determination Letter. 2. Applicant s IRS Form 990 filed for 2019, 2020 and 2021 (not 990 N postcard), if required to file. 3. If not required to file 990 or files 990 N postcard, a copy of income statement for 2019, 2020, and 2021.
