Introduction to the Project Since 2011-2012 AGHA and CSOs planned and implemented HRH Campaign following severe staffing shortages in public health facilities to reduce maternal mortality that was 483/100,000 live births. Goal of the campaign? The primary objective of the campaign was to win an additional budget allocation of UGX 260 billion (approximately US$100 recruitment, remuneration and retention of health workers in public health facilities. million) to fund the

Objectives of the Case Study 1) Describe the planning and execution of the HRH campaign by CSOs in health sector in Uganda from 2011-2013; 2) Identify changes in government behavior and policies contributed by the campaign 3) Explain the relationship between the campaign activities and government actions. 4) Examine factors that realization of outcomes of the campaign. contributed to the

  5. Methodology Research Design: case study Scope of the Study: National and district level stakeholders from the period of FY 2011-2013 when advocacy on financing for HRH was conducted. Data collection : Both qualitative and quantitative research approaches were used to gather data. ie review of relevant literature, interviews with key informants, and focus group discussions. Sample Size: Thirty-seven (37) respondents were interviewed at the national level including; CSOs,MPs,GoU officials, donors and health workers among others.

  6. Key Lessons Learnt i. Use of confrontational approach enhances winning policy advocacy campaign Use of collaboration strategy is key to advocacy success iii. work in consortiums leverages efforts to policy advocacy iv. Evidence based advocacy increases CSO advocacy credibility v. Use of rigorous communication tactics influences the duty bearers for immediate results ii.

Impact of the HRH Financing campaign Government allocated 49.5 billion Uganda shillings from domestic taxes towards recruitment of 7000 health workers Domestic resources for human resources dramatically increased from 45% to 80% as a result of intensified CSO advocacy Relationship between the parliament and the CSOs Improved. now MoU has been signed with clearly spelt terms and conditions

  8. Impact of the HRH Financing Campaign Increased attention to finance maternal health issues by GoU and health development partners Threats and reshuffling of cabinet members and committees. The cabinet that was supportive to CSOs cause was later reshuffled MPs who supported CSO HRH Campaign fought by ruling party and lost key positions in 2016 parliamentary elections

  9. Impact of the HRH Financing campaign The media engagement during the HRH Campaign helped to create a cadre of journalists which began to report on health issues regularly

  10. Challenges Delay by respondents to return the questionnaires Limited funding to gather data on other aspect of the campaign such as retention of HWs that were recruited Access to information from government officials was difficult

  11. Recommendations Donors should put in place funding for documentation of CSO s health policy advocacy efforts to enhance learning
