Implementation of the IHO Strategic Plan Following a decision of C-4; the ISO 9001 principles will be experimented on the development of the Product Specification for ENCs S-101 ed. 2.0.0. An HSSC ISO 9001 Cell has been established with development, monitoring and risk management objectives. Proposed Lead HSSC 1.1.1 Percentage of Member States having operationalized production and distribution of hydrographic data products and services based on IHO Universal Hydrographic Data Model (S-100), under an 60 % * of MS distribute at least one product based on S-100. S-100 Implementation and IMO Standards Following the proposal from IHO, with a supporting paper from Canada, the IMO NCSR 8 meeting, April 2021, agreed upon an output on the Revision of ECDIS Guidance and ECDIS Performance Standards. To be approved by IMO MSC 104, 4 8 October 2021. At HSSC 13 it was agreed upon a drafting group consisting of the HSSC Chair group and confirmed participating from CIRM, IEC and Intertanko. Strategic S-100 issues at HSSC 13 Decision to outsource the development of a high-level governance document on the dual-fuel concept, but underlined the importance of IHO MS involvement. S- 100 ECDIS must also be capable to read S-57 ENCs. Guidance on options for IHO MS for the parallel production of S-57 and S-101 ENCs. A synoptic diagram to be developed. Action from C-4. The S-102 PT proposed limitation of the scope of S-102 - Bathymetric Surface to navigation systems, which impact will be needed to studied further by S-100 WG and the S-102 PT. The current edition number 2.0.0 does not reflect that the S- 102 PS is not actually at the operational level yet. However, resolution 2/2007 will be applied and all proposed new versions will be dependent on MS approval The SENC Delivery concept, if applied to S-100 products in particular for the sake of cyber security, was raised and will be handled by the S-100 WG. Highlights HSSC WG progress NIPWG is progressing well with the development of S-131 Marine Harbour Infrastructure. Developed in liaison with IHMA and the International Port CDM Council. It can become an important driver for improving the relationship between the Hydrographic Offices and Port Authorities. Following a decision at HSSC 12 and the subsequent IHO CLs, the Hydrographic Surveys WG (HSWG) has been established. HSWG had their first meeting in end of April 2021. The NCWG has established a sub-WG to develop a Baseline Symbology aiming to support the automated production of paper charts from S-101 data. IRCC13 VTC, 23 25 June, 2021
Proposed projects by HSSC to the IHO- Singapore Technology and Innovation Lab A proposal from ENCWG to test the automated conversion of S-57 to S-101 ENCs A proposal from NIPWG to support the possible establishment of a technical infrastructure within the IHO GIS Infrastructure to also include a S-131 database for harbour's information registration. The IHO-Singapore Tech Lab General Manager, Parry Oei, has already established contact with the two WG Chairs from ENCWG and NIPWG. The inauguration of the Tech Lab is expected in October 2021. Project Team on S-130, Polygonal Demarcations of Global Sea Areas Following the IHO Assembly 2 decision A2/24 & 25 and Council 4 decision C4/07, the HSSC 13 agreed upon the establishment of a Project Team to develop a new S-130 Polygonal Demarcations of Global Sea Areas Product Specification. As issued in the IHO CL 18/21 the IHO Secretariat now invites Member States to consider nominating officers bearers and representatives to participate in the S-130PT. Deadline by 15 August 2021. Project Team on Maritime Autonomous Surface Ships (MASS) Following a proposal from Norway, Singapore and UK, HSSC 13 agreed upon the establishment of a Project Team on MASS Navigation in order to address MASS requirements on navigation data and services and identify. to analyse their impacts on current hydrographic standards and services to develop a set of recommendations/issues to be addressed by existing working groups The Project Team will work on a 2-year mandate and the IHO Secretariat will issue an IHO CL to invite MS to nominate participants and officers bearers. Recommendations to IRCC and RHCs Based on the proposals made by NCWG from the report on the Future of the Nautical Paper Chart on the INT chart concept and ENC Schemes, HSSC would recommend IRCC: That the efforts of the ICCWGs should focus on coordinating and registering ENC schemes amongst ENC producing agencies. But, understanding that some INT chart production will continue, the following guidance is recommended for any continuing INT chart production: HOs still willing to produce or re-print INT charts, or even other national paper charts, are encouraged to establish appropriate arrangements in accordance with IHO Resolution 7/1919 as amended. HOs still willing to produce or re-print INT charts, or even other national paper charts, must comply with S-4 regulations (portrayal international standards, INT-1, etc.). HOs still willing to produce or re-print INT charts, or even other national paper charts, from a single chart content database, must maintain the procedures (such as NtMs) to ensure that the final product is kept up-to-date and consistent, in content, to the ENCs in force; covering the same area. Display anomalies in ECDIS In the beginning of May 2021 the ENCWG was informed by one of the major ECDIS kernel manufacturer that they have identified a display problem in their software, affecting a large amount of type approved ECDIS being used, possibly endangering safety of navigation. As a consequence, and due to the challenging existing updating mechanisms in existing S-57 based ECDIS, HOs have been requested to always issue New Editions of ENCs when so called Skin-of-the-Earth features are changed and not issue these updates as ERs. Some ENCs, where updates have been provided as ER, must also be re-issued as New Editions. An ENC Encoding Bulletin is under development by the ENCWG, but all HOs have already been informed by ENCWG Letters and information from the RENCs. At present this new routine is to considered temporary, but understanding the difficulties to update possibly affected ECDIS, HOs should understand that it could stay for a longer period.
