THE DEPARTMENT OF INFRASTRUCTURE AND ENERGY AT A GLANCE The Commission African Union Addis-Ababa, 01 October 2012 Functions The Department of Infrastructure and Energy focuses on following core functions: 1. Elaboration of policies and strategic framework for the development of infrastructure and related services in the sectors of energy, transport, tourism and communications (telecom/ICT, posts); 2. Facilitating implementation of major continental infrastructure projects; 3. Enhancing cooperation with bilateral and multilateral partners; and 4. Advocacy for Africa s interests in the global economy. 4

II.KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART I: CROSS CUTTING ACTIVITIES PROGRAMME FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA) AND INSTITUTIONAL ARCHITECTURE (IAIDA) _1 PIDA:AN INITIATIVE FOR INTERCONNECTING, INTEGRATING, AND TRANSFORMING Our CONTINENT The PIDA initiative is led by the African Union Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA) and the African Development Bank (AfDB). PIDA was launched in May 2010 with the objective of merging all the on-going plethora of regional and continental infrastructure initiatives into one coherent Master Plan, there by, creating a fully integrated regional/continental geo- economic space. The general objective for the PIDA program is to promote socio-economic development and poverty reduction in Africa through improved access to integrated continental and regional infrastructure networks and services.
II.KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART I: CROSS CUTTING ACTIVITIES PROGRAMME FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA) AND INSTITUTIONAL ARCHITECTURE (IAIDA) _2 The specific objectives of PIDA are: 1) Establishing a strategic framework (an outlook for the future) to develop regional and continental infrastructure in the energy, transportation, trans-boundary water resources communication technologies(ICT) sectors; (TWR) and information and 2) Establishing an infrastructure development program over a time horizon up to 2040 including a priority action plan (PAP); 3) Preparing an implementation strategy and processes including financing arrangements.
II. KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART I: CROSS CUTTING ACTIVITIES PROGRAMME FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA) AND INSTITUTIONAL ARCHITECTURE (IAIDA) _3 Priority Action Plan (PAP) Given Africa's urgent infrastructure needs, the projects and programs list for short term implementation is included in the Priority Action Plan (PAP) of PIDA. PAP details the immediate way forward by presenting actionable projects and programs that promote sound regional integration between 2012 and 2020. The PAP has 51 projects and programs grouped into categories, though a number offer cross-sector benefits: 15 energy; 24 transport; 9 trans- boundary water; 3 ICT.

KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART I: CROSS CUTTING ACTIVITIES PROGRAMME FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA) AND INSTITUTIONAL ARCHITECTURE (IAIDA) _4 Implementation Implementation will rely on all actors of the African development process taking coordinated action: AUC, NPCA, the RECs, Member States, Specialized Institutions, development Partners, etc. The implementation process is grounded in the Institutional Architecture for Infrastructure Development in Africa (IAIDA) aiming to reinforcing institutional capacities and to creating conducive environment for resource mobilization. The architecture consists of structures for decision-making and implementation processes.
II. KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART II: SECTORIAL ACTIVITIES: ENERGY A. Development of Policies and Strategies 1. Hydropower Initiative 2020 Development of the huge hydroelectric potential of the major river basins of Africa, by the construction of large hydroelectric dams and interconnection networks by 2020 2. Geothermal Policy Development of the Regional Geothermal Programme in the Eastern Africa countries with a potential of over 15,000 MW 3. Bioenergy Policy Elaboration of bioenergy policy framework and guidelines for Africa 4. Solar energy Development of the solar energy potential in the Sahara, Sahel, Ogaden and Kalahari regions

Large hydropower projects Grand Inga and Inga III in DRC, ( 40 000 MW); Gibe III in Ethiopia,(2000MW); Renaissance Dam in Ethiopia (5250MW); OMVG Energy projects in West Africa, Kafue Gorge Lower (750MW) in Zambia, Interconnection Projects :Ethiopia- Kenya and Zambia-Tanzania- Kenya 2. Geothermal Risk Mitigation Facility The initial GRMF amount of 50m will focus on geothermal prospects in five countries (Ethiopia, Kenya, Rwanda, Tanzania and Uganda) in order to encourage public and private sector investors for power generation in EARS.

Capacity building in PPP strategy for hydropower projects 2. Institutional support for AFREC and AFSEC Training in solar energy and wind energy Building of an African Energy Information System and Database 3. Geothermal Regional Energy Programme Building capacity of experts from 11 countries 4. African Petroleum Fund Training of simulation model of high oil prices impacts on African economies
KEY ACTIVITIES AND ACHIVEMENTS OF THE DEPARTMENT The Commission African Union Addis-Ababa, 01 October 2012 PART II: SECTORIAL ACTIVITIES: ENERGY D. Cooperation and Advocacy 1. African Petroleum Fund Establishment of the African Petroleum Fund as a solidarity mechanism to mitigate the impact of high oil prices on African economies. Voluntary contributions from Member States and the oil companies doing business in Africa. US$ 260 million is the minimum capital to launch the Fund s activities 2. Africa-EU Energy Partnership (AEEP) Political Targets by 2020 : (i) bring access to modern energy to 100 million additional people; (ii) double the capacity of cross border electricity interconnection, double the use of natural gas in Africa as well as gas exports to Europe; (iii) build 10,000 MW in hydropower, 5,000 MW in wind energy; 500 MW solar energy; triple capacity of other renewable. (iv) Promote energy efficiency starting by electricity sector;

Development Of Policies And Strategies Implementation of Yamoussoukro Decision on Air Transport African Maritime Transport Charter African Civil Aviation Policy (AFCAP) Harmonisation of Road Standards for Trans-African Highways Elaboration of the African Road Safety Charter B. Facilitation of the Implementation of Major Integration Infrastructure Projects B.1 Flagship Projects under PIDA PAP: Transport Corridors: Pre-Feasibility Studies of Dakar-N djamena-Djibouti and Djibouti-Libreville have estimated required investment cost on road and rail missing links respectively 10.4 US$bn and 6.6 US$bn.

Facilitation of the Implementation of Major Integration Infrastructure Projects 1. The African Internet Exchange System (AXIS) To keep local Internet traffic local. Support establishment of National and Regional Internet Exchange Points The Pan-African E-Network for Tele-medicine, Tele-education and VVIP India Africa Initiative. Operational in 47 countries. 7500 Post graduate students enrolled and more than 3000 Medical consultations have been conducted. The African Leadership ICT Program A capacity building programme consisting with the aim to strengthen visioning, policy making and strategic planning in Knowledge Society Issues. 1st Batch of 85 professionals has been completed. 2. 3.

DotAfrica Applying at ICANN for gTLD Setting up appropriate structures to manage the .Africa Top Level Domain Analogue to Digital Television Transition Assess the current status of member states towards the transition Devise a strategy to accelerate the digital switchover in Africa Develop a guideline on the management of digital dividend Advise member states on bilateral and multilateral cross border frequency coordination Promote modern spectrum management practices in the continent e-Post Project Aims at installation of terminals in each Post Office 5. 6.
