The World Bank Group (WBG) The World Bank Group refers to five affiliated development institutions operating as One Group The International Bank for Reconstruction and Development (IBRD) The International Development Association (IDA) The International Finance Corporation (IFC) The Multilateral Investment Guarantee Agency (MICA), and The International Centre for Settlement of Investment Disputes (ICSID). The World Bank Group Twine Goals The World Bank Group, operating as One Group, aims to work with the public and private sectors in partnership to end extreme poverty and boost shared prosperity sustainably through various actions. These actions include: Contributing to the global development agenda through dialogue and action. Supporting clients in delivering customized development solutions Undertaking transformational engagements, scaling up successful programs and projects. What the Bank Offers Countries Finance: A broad suite of competitively priced financial instruments for both the public and private sector. Knowledge: The accumulated and curated development data, research, and experience of what works and what does not work made available to the country clients, whether produced by the WBG or others. Partnership: The ability of the WBG to bring together large groups of actors to work and act together to tackle development issues that are beyond the capacity of any single actor to affect or resolve. WBG Country Engagement Process The Country Engagement Process is: Client Driven: The approach begins with the member country s development goals, as set out in its own strategy, although the WBG engagement approach should also encourage the country to view priorities through the prism of the Twin Goals. Support Member country s efforts: Supports a member country s efforts to end extreme poverty and boost shared prosperity in a sustainable manner Evidence driven: Draws on empirical evidence and data to assess constraints a country must address and opportunities it can embrace to speed progress toward ending extreme poverty. Promotes shared prosperity in ways that are environmentally, socially, and fiscally sustainable. Flexible: The approach can accommodate all types of client countries, including low income, medium-income, and conflict-affected. NIGERIA THE WORLD BANK IBRD IDA WORLD BANK GROUP 7
WBG Country Engagement Instruments 1 The Systematic Country Diagnostic Presents a systematic analytical assessment of the key constraints a country has to address, as well as the opportunities it can embrace to accelerate progress toward the Twin Goals. Is a diagnostic exercise conducted by World Bank Group in consultation with national authorities and other stakeholders such as research institutes and universities. Informs the strategic dialogue between World Bank Group and its clients about priority areas for World Bank Group engagement. Country Partnership Framework Acts as a central tool for management to: Identify the specific objectives that the World Bank Group will help the client country achieve in pursuit of the Twin Goals. Lay out a method for selecting a four to six-year program of financing, knowledge, and partnership activities. It is prepared by the World Bank Group in consultation with the government and all major stakeholders, including the private sector and civil society. WBG Country Engagement Instruments 2 The Performance & Learning Review Briefly summarizes progress in implementing the CPF program and reviews the continuing relevance of the strategy at the midpoint of a CPF s life. Focuses on key country developments since the issuance of the CPF, draws on lessons learned to introduce midcourse adjustments, updates the results framework, and extends the CPF period as necessary. A Completion & Learning Review Assesses CPF and World Bank Group program performance using the Results Framework set out in the most recent PLR. Is drafted at the end of the CPF period by the World Bank Group in consultation with the country. As a self-assessment, serves to enhance the World Bank Group s knowledge to increase development effectiveness and as a tool for accountability. NIGERIA THE WORLD BANK IBRD IDA WORLD BANK GROUP 9
WBG Financing Instruments Development Policy Financing (DPF) This instrument helps a member country address actual or anticipated development financing requirements that have domestic or external origins. It supports a member country s program of policy and institutional actions that promote growth and sustainable poverty reduction and can be provided in the form of IBRD loans, IDA credits and grants, and policy-based guarantees. Investment Project Financing (IPF) IPF provides financing through IBRD Loans, IDA Credits and Grants for a wide range of activities aimed at creating the physical and social infrastructure necessary to reduce poverty and create sustainable development. Program for Results Financing (PforR) PforR provides financing to government programs or sub-programs and disburses upon achievement of program results. It is an instrument that helps governments improve the efficiency of their programs of expenditures and achieve lasting results by strengthening institutions and building capacity. WBG Nigeria 2020- 2025 Country Partnership Framework (CPF) The CPF has four pillars and 11 core objectives: Strengthening the foundations of the public sector o 1 Increase domestic revenue mobilization, improve the quality of public expenditures and strengthen debt management Investing in human capital o 2 Increase access to and quality of basic education o 3 Improve primary healthcare o 4 Increase access to basic water and sanitation services o 5 Increase the coverage and effectiveness of social assistance programs o 6 Empower women and girls by increasing their human capital and economic opportunities Promoting jobs and economic transformation and diversification o 7 Promote financial deepening and inclusion o 8 Increase access to reliable and sustainable power for households and firms o 9 Develop digital infrastructure, platforms and skills Enhancing resilience o 10 Enhance climatic resilience o 11 Reduce fragility in the Northeast and other areas affected by conflict NIGERIA THE WORLD BANK IBRD IDA WORLD BANK GROUP 13
WB Nigeria 2020- 2025 CPF PHC Objectives 1. Reduction in maternal and under five mortality rates a. Increase in immunisation coverage in Nigeria monitored by the percentage of children 12 23 months old vaccinated with third dose of Pentavalent vaccine disaggregated spatially) b. Improved nutrition monitored by Percentage of children 6-59 months old who receive Zn and ORS as treatment for diarrhea in selected states (disaggregated spatially) 2. Committed to supporting the implementation of the BHCPF by working with relevant Government partners at National and State levels to ensure continued annual release of BHCPF from the consolidated revenue fund of the Federal Government a. Sustained and increased number of wards with at least one PHC receiving funds through the NPHCDA gateway b. WBG and Sub National Governments in Nigeria Currently, around 70 percent of IDA financing in Nigeria is implemented at the level Moving forward: Conditions for inclusion of a state in a WB project A common agreement between the Ministry of Finance and the Executive Governors on a set of transparent eligibility criteria. States will only be included in a project if the state s participation would contribute to a meaningful improvement of that development indicator Demonstrated commitment to reform by that state and demonstration of ongoing commitment throughout the life of a project. These include: Meeting minimum performance criteria, Adopting state legislation needed to establish an enabling environment for reform, Establishing the appropriate institutional framework to implement a reform program The design of multi-state operations will pay close attention to ensuring conditions for mutual accountability of Federal and state governments Federal government for providing the enabling environment and a more level playing field for states, and states for delivering on the results to which they have committed through their participation in the project. Fiscal and institutional sustainability The real impact of our work depends on whether the reforms introduced with WBG support endure beyond the end of lending operations and ASA/advisory. In selecting and designing each engagement, we will look carefully at the prospects for both fiscal and institutional sustainability. To ensure fiscal sustainability we will look at: Whether there is high-level political commitment to a reform which is likely to sustain beyond the life of the intervention, How it is proposed to secure funding for the intervention when WBG financing ends, and The robustness of Federal-state policy engagements which will be needed to sustain the reform trajectory. To ensure institutional sustainability, we will seek to ensure that institutional arrangements to support the intervention are properly embedded in government structures.
