Background The City of Yuba City is an entitlement jurisdiction receiving annual federal formula grant funds from the U.S. Department of Housing and Urban Development (HUD) The purpose of the CDBG program is to provide decent housing, a suitable living environment, and expand economic opportunities, primarily for low and moderate income persons. CDBG Objectives: Benefit low- and moderate- income (LMI) persons Aid in the prevention or elimination of slums or blight Meet a need having a particular urgency (to alleviate emergency conditions)

Yuba City Income Limits CDBG Definitions of Low and Moderate Income: Low income 50% of Area Median Income (AMI) Moderate income 80% of AMI For Sutter County, AMI is defined as $75,000 for a four- person household Low Income (household of 4): $37,500 Moderate Income (household of 4): $60,000 (California Department of Housing and Community Development, 2021)

  5. HUD Funding In accordance with HUD regulations: A maximum of 20% of funds are allowed to be allocated for Program Administration. A maximum of 15% of funds may be allocated to Public Services Funding is to be spent within the program (fiscal) year, per Federal guidelines Required to direct a minimum of 70% of the funding to low- moderate income persons/households

  6. Reimbursement and Quarterly Reporting Subrecipients will send invoices to City on regular basis (quarterly, but can be more frequent) for reimbursement Subrecipients required to submit quarterly reports to City on determined schedule.

  7. 2022-2023 CDBG Process 1. Notice of Funding Availability sent to interested parties, and posted on City s website. Later to be published in newspaper. 3. Requests for Funding Applications due March 17, 2022 2. Public workshop held on February 10, 2022 6. 30-Day Public Notice published for Public Comment period on Annual Action Plan 5. Draft 2022-2023 Annual Action Plan preparation completed 4. Staff Committee to review, rate, and rank applications 9. Staff administers the CDBG 2022-2023 program to meet funding requirements and deadlines 8. Submit Annual Action Plan and required documents to HUD for review, no later than August. 7. CityCouncil meeting to Review and Approve 2022- 2023 Annual Action Plan

  9. Application Period Applications open February 15, 2022 and close on March 17, 2022, deadline to submit is 5pm on March 17th. Link to applications will be on City of Yuba City CDBG Webpage
