  3. Introduction to International Relations International Relations is a field of study that helps us understand how countries and other global actors interact with each other. International Relations explores topics such as diplomacy, trade, conflict, and cooperation among nations. It helps us understand why countries make certain decisions and how those decisions can affect the world. By studying International Relations, we can gain insights into how countries work together, solve problems, and sometimes disagree.

  6. Foreign Policy relations between states No protocol or treaty to deal with this situation The closest is probably the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency (1986) Allows for all signatory states to call on other states for assistance.

  7. Some issues to think about External What type of help do we want? Who do we want to help? Are there conditions that we will not accept for assistance? How do we communicate the need for assistance? What fora do we use to communicate this need for assistance? Internal How do we interpret this for our own civilian population to try and lessen the panic and concern that they will have? How do coordinate pre and post planning within government?

NGOs/Humanitarian Two forms of humanitarian responses needed: Immediate Longer term Immediate UN Office for the Coordination of Humanitarian Affairs (OCHA) would most likely have a leading role in coordinating the humanitarian response, rescue and recovery. Medical attention will be needed for the survivors Longer term Refugees
