Behavioral Health Updates Conflict Free Access and Planning Implementation Meetings March 22nd& April 1st Substance Use, Gambling, & Epidemiology We are seeking a five-year extension of the Michigan 1115 Behavioral Health Demonstration. The current Demonstration is authorized through September 30, 2024. CMS approved and gave DHHS until April 1, 2024, to submit the extension application. This renewal application requests continued authority to provide residential treatment services for individuals who are receiving treatment and withdrawal management for substance use disorders (SUD) and are short-term residents in facilities that meet the definition of an institution for mental disease (IMD). Through this extension, the State also intends to continue operation of its prepaid inpatient health plan (PIHP) delivery system to manage specialty mental health and SUD treatment benefits. Additionally, MDHHS is seeking new authority to provide contingency management (CM) as part of a comprehensive treatment model for Medicaid beneficiaries living with substance use disorder (SUD). Need for Contingency Management o CM is a behavioral therapy whereby small, non-cash rewards are given to people living with a SUD when they avoid the use of specified substances or otherwise take steps to engage in recovery. CM delivers vouchers, gift cards, or other rewards for the desired behaviors as evidenced by specific activities such as negative drug screens. MDHHS hosted two hearings for the public to provide comments (2/28/24 and 3/1/24) MDHHS hosted a public forum to solicit comments and feedback on the progress of Michigan s 1115 Behavioral Health Demonstration project 2/29/24.
