3. Behavioral Health Updates Federal Compliance Electronic Visit Verification (EVV) o Michelle Hill new EVV Specialist started on July 10, 2023. Getting acclimated with work that has been done and where we need to go. Meeting regularly with other MDHHS who oversee EVV in their respective areas (MI Choice, Home Help, MI Health Link). Initial PIHP meetings gone well so far, additional meetings will be scheduled. Internal meetings with behavioral health staff. o Still have target of January 2024 implementation for behavioral health. o MMP 23-42 Bulletin was released on June 30, 2023, with an effective date of August 1, 2023. o Internal meetings will focus on developing implementation strategies and timelines. 1915 iSPA Waiver Renewal Feedback

6. Practice Improvement Steering Committee (PISC) Trauma Informed Care Co-Occurring Disorder Leadership Meeting

Independent Facilitation Overview of recent activity: The Independent Facilitation (IF) Stakeholder Group is drafting the following materials: IF agreement and invoice templates, Medicaid Provider Manual IF language, and recommended qualifications and training requirements. The statewide rates for IF services are also being reviewed: amount paid, what is included, etc. How this work improves the lives of people served (quality): Michigan Developmental Disabilities Institute (MI-DDI) will continue to offer IF General Awareness trainings. Results from the recent statewide survey of Support Coordinators/Case Managers (SC/CM) will inform future training to increase SC/CMH awareness of IF (Summary of survey results - https://ddi.wayne.edu/if). Impacts on PIHPs and CMHSPs operations: The materials developed by the IF Stakeholder Group could support increased utilization of IF services as reported by the encounter code (H0032-WQ). Next steps: Upcoming Independent Facilitation Stakeholder Group meetings: August 23rd, September 27th MI-DDI will produce 3 5-minute video in which people who use IF, those who are trained IFs and Supports Coordinators/Case Managers describe their experience with IF. The video will be used for IF training and technical assistance, shared on social media, etc.

Developmental Disabilities Practice Improvement Team (DD-PIT) Overview of recent activity: Discussed several topics influencing the quality of services and supports to individuals with IDD including Electronic Visit Verification, Replacement of the Supports Intensity Scale, Conflict-Free Access and Planning, Crisis Housing for Adults with IDD, and the 1915i Waiver Transition. How this work improves the lives of people served (quality): Supports Intensity Scale (SIS): MDHHS/BPHASA provided an update on choosing a SIS replacement tool. MDHHS/BPHASA is currently testing a potential replacement tool including the frequency, training requirements, timeline for review, and eventual implementation. DD-PIT would like to offer input or feedback on the tools under consideration. Conflict-Free Access & Planning: The testing phase of models is underway. Listening sessions with individuals and families are scheduled for August. The implementation timeline may need to be adjusted with the results of both activities. Crisis Housing for Adults with IDD: Individuals with intensive support needs are at risk due to a shortage of intensive living arrangements. Providers cannot meet current staffing needs and are unable to develop additional intensive community living arrangements. This will result in an increase in emergency room visits or state hospital admissions for individuals who would otherwise be served in the community. Impacts on PIHPs and CMHSPs operations: 1915i Waiver Transition MDHHS/BPHASA has been working with PIHPs/CMHSPs on enrollment this past year. All eligible individuals need to be enrolled by 10/1/2023. The enrollment target is 75% statewide by the deadline; it is currently 39% statewide. The enrollment targets may have been overestimated. CCBHC eligibility may have been higher than expected. Individuals not enrolled by 10/1/23 will only be eligible for State Plan services. Concern ensure an enrollment delay has limited impact on individuals, families; Need develop communication to inform individuals/families about the enrollment deadline Next steps: Monthly meeting: 2ndWednesday at 1pm

9. Person Centered Planning Overview of recent activity: Testing is in progress. Once the body of knowledge is complete, work to improve quality on the person-centered planning process will commence. How this work improves the lives of people served (quality): By clearly defining and intentional mapping of the person-centered process and the person-centered planning process the system will discontinue the focus of writing service-based plans and start writing person-centered plans that lead to meaningful goals, objectives and outcomes for Medicaid Beneficiaries which will lead to improving quality in all areas of system delivery. Impacts on PIHPs and CMHSPs operations: Body of Knowledge will support field in a variety of ways focusing on the basics of using person-centered planning to inform the need for services and supports. Next steps: PCP Guidance will come out in order to help field with training and fidelity. MDHHS will explore performance quality measures to implement as part of site review process that focus on quality person centered planning.
