Training Overview 8 Today s training will include: Monitoring the 1% Alternate Career Readiness Assessment SC-Alt Portal TIDE Test Delivery System (TDS) Centralized Reporting System (CRS)

Monitoring the 1% and SCDE Specific Information December 6, 2023

Every Student Succeeds Act regulation (34 C.F.R. 200.6) Requires the total number of students assessed using an alternate assessment aligned with alternate academic achievement standards not to exceed one percent of the total number of students who are assessed in that subject.

Calculating the 1% Number of students taking the alternate assessment (grades 3-8 and HS) Total Number of tested students (grades 3-8 and EOCEP)

LEA Requirements If your district exceeds 1%, districts are required to write a justification for exceeding 1% That justification is required to be posted publicly Identify students with the most significant cognitive disabilities

Eligibility Criteria First introduced in 2012 SC had a drastic reduction in students taking the alternate assessment

Eligibility & Disability Categories Significant cognitive disability is characterized by ability scores on both verbal and nonverbal scales that are at least 2 3 standard deviations below the mean. Students with ability scores in the average range are NOT considered to be students with significant cognitive disabilities.

Eligibility & Disability Categories Some disability categories, as defined by the State Board of Education Criteria for Entry into Programs of Special Education for Students with Disabilities (43 243)1, may NOT meet the necessary criteria for participation in an alternate assessment. For example, a student with a Specific Learning Disability or Emotional Disability would not exhibit an intellectual disability according to the State Board of Education criteria. While some students determined eligible under the categories of Other Health Impaired (OHI), Orthopedic Impairment (OI), and Autism may have concomitant cognitive impairment, often times they do not. Such students would not meet the necessary criteria for participation in an alternate assessment.

Procedures for Monitoring Alternate Assessment for the SCDE Based on Fall pre-code data and Spring post EOCEP and SC Ready data, identify districts that exceed the 1% Analyze the district s data Look at students who are scoring exceeds proficient on the alternate assessment Disability category can be considered, but is not the only consideration SCDE will monitor testing in those districts along with the following: Student s IEP, school psychological report, and progress monitoring data

Alternate Academic Achievement Standards Three parts College and Career Ready Standard Alternate Academic Achievement Standard Performance level descriptors (PLDs) align with SC Alt Summative Assessment Levels 1- 4 Level 1: Foundational Level 2: Emerging Level 3: Met Proficiency Level 4: Exceeds Proficiency

Important 2024 Dates 19 January 3 - TA Certification Go Live February 8 - TIDE Order Window Opens February 8, 2024 February 12 - LCI Window Opens March 8 - No Mode of Communication Requests Due to SCDE March11 - Test Window Opens April 26 Test Window Closes September 24 Student Score Reports

Alternate Career Readiness Assessments 22 For students with significant cognitive disabilities in 11th grade Can be administered anytime during the school year Survey must be completed by May 24, 2024 The survey link can be found on the SCDE website or the SC-Alt Portal
