Purpose of the Feasibility Studies Program Purpose of the Feasibility Studies Program and Expected Project Outcomes and Expected Project Outcomes Maximum K A CARE funding: 0.375 M SAR Funding mechanism: Fixed price contract (no cost share) Who can apply: All institutions, for and non-profit, around the world, are eligible to apply. Maximum project duration: 12 months Requirements: The study period must be used to develop a business plan for deploying a renewable energy technology in KSA, and to plan a demonstration project showing the benefits of the technology. Expected outcome: Foreign companies can find local Saudi partners and structure IP agreements. Awardees can find off-takers, develop sales strategies, and create financial projections. 5

  9. Eligible Applicants Eligible Applicants This funding opportunity is not restricted to local Saudi organizations. All organizations located globally are encouraged to apply for a feasibility study award under this RFP. Eligible applicants include: domestic organizations, foreign organizations, universities, research institutions, etc. The K A CARE TLC initiative operates a matchmaking portal that can be used to identify project partners, if needed. Desired Team Attributes Desired Team Attributes Project Teams for Feasibility Studies should possess the following: Access to, control over, or prior history in deploying a renewable energy technology, which has the potential to be applied in Saudi A knowledge of the supply chain needed to provide the renewable technology Prior experience in developing business plans, or determining customer requirements for new products The ability to conduct meetings and interviews with potential partners, suppliers, and customers within KSA 10

  15. Letter of Intent Submission Instructions Letter of Intent Submission Instructions The Letter of Intent informs K A CARE that you plan to submit a full proposal in response to the RFP. This allows K A CARE to prepare for the merit review of all proposals, by ensuring there are reviewers with appropriate expertise and no conflicts of interest. The Letter of Intent is a mandatory part of the application process. K A CARE will review your LOI and provide feedback via email. 15

  16. KACARE has provided a template to assist in preparing your letter of intent. The letter of intent should contain three sections, explained in the following slides Follow the instructions provided, then delete the instructions from the document Provide Basic Project Information on the Cover Page 16

  17. The Technology Description section should describe the renewable energy technology that your team has access to, control over, or prior history in deploying. The technology described should align with the topic areas that K A CARE has identified in Appendix A of the RFP. 17

  18. Use the Team Structure and Members section to describe every organization that will participate in the execution of the project, and the specific contributions that they will make. This section should also justify the qualifications of each participant, based on their past experience. 18

  19. Use the third section of the template to detail the budget for the project. Clearly indicate the total amount of funding requested from K A CARE, as well as any funding amount that will be contributed by the project team. 19

Completed LOIs shall be emailed as attachments, in pdf file format, to: TLC@energy.gov.sa Please use the following format for the subject line of your email: Proof of Concept Program Letter of Intent Your Company Name 20

Letter of Intent Response from KACARE Letter of Intent Response from K A CARE After reviewing your LOI, K A CARE will send your organization an email, containing a unique control code that you will need to submit your full proposal. This control code will be referenced in your full proposal submissions, on the cover page of each document, and in the filename for each document submitted electronically through Etimad. K A CARE may provide additional comments in its response to your LOI, including a warning concerning any aspects of your project that could result in disqualification. 21

Commitment letters attest that all project partners understand their role, and agree to fulfill their agreed upon responsibilities, if the project is awarded. Commitment letters must be dated and signed by an authorized representative of each partnering organization. 25

  29. The executive summary should provide an overview of the entire project. This includes the project goals, major tasks, expected outcomes, the institutions involved, and the respective roles that they will play in executing the project. 29

  30. The market need section should justify the need for the chosen renewable energy technology in KSA. This section should describe the economic conditions related to deployment of the technology in KSA. References should be provided, and assumptions should be clearly stated and justified. 30

  31. The technical description section should detail the problem that exists, and the renewable energy solution proposed. This section must also discuss any anticipated impacts of operating the proposed technology in Saudi weather conditions. 31

  33. Use the statement of qualifications to prove that your team is qualified for the project that you are proposing. A template has been provided by K A CARE Provide Basic Project Information on the Cover Page Your response must be limited to 5 pages.   35. The Past Performance section should be used to explain the relevant past projects that justify the qualifications of each project participant. Please use the table format provided in the template to describe the past projects. 35

  36. The Key Personnel Biographical Information section should provide biographies, resumes, or CV s for each of the key people involved in the proposed project. 36

  38. This document should explain how the project will be managed. Use it to describe the proposed tasks, expected outcomes, and deliverables.   40. Provide an overall description of the proposed plan for realizing the project objectives. 40

  41. List all of the tasks and subtasks that will be performed during the project. Describe the deliverables associated with each task and subtask. Discuss any project milestones. The relationship between the project tasks and objectives should be clear. 41

  42. Section 4 should provide additional details for each project milestone. Use the provided table to format your response. Additional details include the expected completion date for each milestone, and the method by which each milestone will be verified. 42

  43. Provide a visual project schedule, showing the key dates for all project tasks and milestones. 43
