INTRODUCTION INTRODUCTION Needs analysis fundamental for matching the system functions to the requirements of the end users RFU supervising digitization to match the requirements of the ACE Impact Project. Facilitated through extensive consultations that involve several iterations. A continuation of pilot phase that was undertaken in 2018 This project has a start and end date - the ACE Impact digitized reporting system will always be a living project to accommodate the dynamism of the ACE Impact Project. User needs gauged out through reading the Project Appraisal Document, the ACE Impact Operations Manual and the ACE Impact Results Framework. Technopolis team, the AAU MEL Officer, the ACE Impact Project Manager and the World Bank team have all supported the process RFU working with MAKEDU Consult to develop this system.

Function / Process Progress to date The following system settings have been developed: User profiles and permissions for the ACE MEL Officers, AAU MEL Officer and Administrator Indicators and targets setting up Reporting Templates Linking indicators to Project Development Objectives System Settings PROGRESS MADE functions Handling Institutional Readiness information (DLR 1) Reports submission for the DLRs whose requirements have been finalized Handling the reports feedback process between the ACE and the RFU Accommodating French Language users ACE Profiles and Contacts management Reports calendar Help and Support A user-friendly dashboard providing access to the various system System functions

Working online with various stakeholders to filter out the user needs requires careful planning, scheduling, sufficient time for the iterations and very good internet connection LESSONS LESSONS LEARNED LEARNED The ACE Impact Project is still evolving especially in relation to some milestone- based disbursement linked results (DLRs) that have not yet been fully articulated Need for the training of MEL Officers how to use tools such as SharePoint and OneDrive to collaborate during the review of key documents that they would have submitted

  5. The next steps will prioritize the completion of the following 1. Online meetings to finalize digitization requirements for DLR 6 and DLR 7 i.e. articulating milestone-based DLRs NEXT STEPS NEXT STEPS 2. Online meetings to finalize the results framework report with a focus on data that cannot be traced back to formal reports submitted in the system 3. WB, AFD, Thematic Expert Roles and Technopolis in the System 4. Agreeing on all the statistics and online reports needs 5. Training for ACE MEL Officers on Collaborating Online and How to use the new MEL Digital System

  6. A key feature of the reporting system is that it allows us to build a profile of all ACEs. ACE Profile It will be the central repository for ACE documents and contacts that will be submitted over the years.

  7. The Key contacts that we capture on the ACEs are: PSC Member Focal Point person Country TTL Vice Chancellor Centre Leader Deputy Centre Leader Finance Officer Procurement Officer Project Manager MEL Officer Primary Expert Secondary Expert ACE Profile Contacts Management

  8. There are many documents that may be shared through the project. Documents Archives / Repository The system is designed to save relevant MEL documents like the Institutional readiness documents, workplans, experts reports and many more.

  9. The system will be open all year round. Data can be entered all year round Submitting Reports An ACE can submit data on DLRs, 1 DLR at a time. DLRs can be submitted by uploading an Excel sheet for specific DLR Other DLRs will be submitted via a web form. This will allow for easy reporting on DLRs that are achieved at all points in the year like programme accreditation.
