ATC 82 main Activities /Progress for 2020/2021 AFSEC No Face to Face meetings took place We made an effort to comment on some IEC documents and encourage Africa IEC members to respond with comments. We attended IEC LVDC SyC and TC82 meetings and used the opportunity to promote Afsec and ensure the interest of the African Continent was accommodated in IEC standards. ATC82 has prepared itself to pursue proposals for Appliance Standards that AUC/EU(TUF) project team plan to recommend in their report related to energy efficiency and quality assurance. Process was made to adopt/adapt National Standards in Uganda, Zambia, & Rwanda. 3

  4. ATC 82 main Activities /Progress for 2020/2021 AFSEC Established TC82 mirror committes in member countries. TC82 members received trainingon AFSEC collaboration tool to be used on the AFSEC/IEC collaboration platform. To promote the purpose of Afsec we have compiled a marketing and communication plan. This plan has identified some important actions for the various role players in Afsec. 4

  5. ATC 82 main Activities /Progress for 2020/2021 Projects AFSEC TC 82 set out to undertake the following projects; Biogas Standard for rural communities development. Develop/adopt Off-grid appliance standards. Develop a guide/standard for handling electronic waste Collaborate with TC64 to develop safety Installation procedures for mini-grids. Develop a guide for installation of componet based Solar Home Systems. 5

ATC Highlights/Achievements Event Highlights /Achievements ATC 82 Zoom Meetings & mails Collect/Initiate comments on related IEC documents AFSEC Liaison with NEC s Assist to identifying the need or GAPS by NEC for Standards for electricity access. Note : Proposing standards for adoption need to be bidirectional and is the mission of the TC to establish. Participate in related IEC TC/SyC s Have virtual and physical presence at related IEC committee s. In addition to South Africa, C te d'Ivoire & Kenya has recently participated in virtual meetings. External organisations Liaise with external organisations to promote ATC82 and ascertain where value can be added other than identifying standards for adoption. This is resulting in ATC82 being more & more recognised as a continental role player for related standards on electricity access Future projects Have identified new projects for the future, Biogas Standard, Installation of PV on rooftops guide, off grid appliance standard's, e-waist policy 6

ATC82 CHALLENGES AFSEC Challenge Type Summary of challenge Membership Getting the new AFSEC member countries to get technically involved in TC s Afsec Collaboration Platform (ACP) Getting access for all members & the use of the Afsec Collaboration Platform Budget/ Financing Securing budget for TC & Project meetings Standards Identifying/Providing standards associated with the projects in a country/region. Horizontal Harmonisation of standardisation Guidance that will ensure technology harmonised contents on standards that cut across product standards , e.g. co-operation with ASyC. Productive TC Maintaining focus and achieving set targets in the PofW 7

Conclusion AFSEC Topic Contents Adoption of standards The chair would like to take this opportunity to insist on the importance of development within Afsec to improve on our present process to recommended standards for adoption. We need to have a better needs identification systems to add value to our members to continue to be an Afsec member IEC Participation The chair, Leon, would like to thank AFSEC for the support for him to attend IEC meetings and participate to the benefit of AFSEC AFSEC Technical assistance Afsec need to assist Africa to find a balance and fast track options between traditional technologies and non conventional technologies to meet the needs of the continent for electricity access. The African Continental Free Trade Area (AfCFTA) initiative also offers opportunities for AFSEC, as standards is one of the pillars to achieve this. 8
