  3. Purpose of RFP Provide technical support to the Energy Assessments Division to assess different pathways for achieving California s clean energy goals, including SB 100. Performance and cost of different clean energy technologies. Strategies to develop inputs to existing models. Developing models to improve and expand analyses. Provide support to evaluate different scenario driven assumptions.   4. Eligible Bidders Eligible Bidders Bidders must meet all solicitation requirements. Private entities, non-profit organizations, and public sector entities that meet the solicitation requirements. Private sector entities must agree to the Energy Commission s standard terms and conditions. The University of California or the U.S. DOE National Laboratories must use either the standard or the pre-negotiated terms and conditions. Public entities may participate as subcontractors if they cannot meet requirements or agree to the terms. All corporations, LLCs and LPs are required to register and be in good standing with the California Secretary of State. 4

  8. Task 2: Modeling Strategy Task 2: Modeling Strategy Provide Broad Support to improve modeling approaches. Support could include, but is not limited to: Recommending models or model enhancements to increase analytical capabilities. Optimize existing or future models. Develop tools to analyze data input and results. Approaches to integrate multiple assessments into a cohesive analytical strategy. 8

  9. Task 2: Data Inputs and Assumptions Task 2: Data Inputs and Assumptions Support could include, but is not limited to: Identifying or evaluating inputs and assumptions. Gathering data on system characteristics. Conducting evaluations to support improvements. Topics could include, energy policies, utility plans, and trends impacting electricity supply and demand throughout the WECC. 9

Task 2: Model Validation, Modeling Task 2: Model Validation, Modeling Surge Capacity, and Documentation Surge Capacity, and Documentation Model Validation: Guide development of approaches to validate model inputs, assumptions and results, including validation metrics such as reasonable confidence levels. Modeling Surge Capacity: Perform modeling work as needed, whether CEC does not have the bandwidth, or the CEC staff does not have the expertise with the modeling tools selected for an analysis. Documentation: Provide support developing model documentation to capture modeling structure, inputs, assumptions, and results. 10

Disabled Veteran Business Enterprise Disabled Veteran Business Enterprise (DVBE) Requirements (DVBE) Requirements This RFP is NOT subject to a mandatory certified DVBE participation of at least three percent (3%). Bidders that both receive the minimum passing score and include DVBE participation in its Bid will receive the DVBE Incentive. Non-Small Business Preference Bidder commits to small or micro business subcontractor participation of 25% of net bid price. 18

Files must be in Microsoft Word (.doc, .docx), Microsoft Excel (.xls, .xlsx), and Adobe PDF formats.
