Mitigated Offer Caps (MOCs) for Energy Storage Resources (ESRs) o Section 4.4.9.4.1 requires ERCOT and stakeholders to submit a report to TAC by December 31, 2023 that includes a recommendation to continue the existing approach or a proposal to implement an alternative approach o ERCOT s analysis reviewed ESR behavior and Three-Part Offer submission changes o Mitigation practices in CAISO included a default energy bid (DEB), variable operations costs, and opportunity costs (entire bid curve is subject to mitigation)

  3. Next Steps o Additional discussion at October 9 meeting: o Gather feedback on questions or additional analysis may want to conduct, e.g. breaking out resources by size o Discuss option to place resources at end of bid stack

  4. Next Meeting o November 13
