CUSTOMIZED EMPLOYMENT SERVICES 2021
Background Customized employment (CE) is a requirement for VR programs per WIOA. WIOA regulations include the definition for CE; however, the regulations don t describe or mandate the CE process. In Connecticut, development of CE services has been an interagency collaboration with DDS, SDE and ADS.
What is Customized Employment? Customized Employment (CE) is an alternative method of finding competitive integrated employment focusing on the strengths, skills and abilities of consumers with significant disabilities and focusing on the unmet needs of employers. It is a highly structured, person- centered process, carried out over time.
Customized Employment Services CE is comprised of three (3) primary components: Discovery Job Development, Negotiation and Placement Post-Employment Support
Discovery Discovery involves in-depth learning about the consumer through intensive one-on-one observation in their home and community to learn their likes, dislikes, knowledge strengths, skills and abilities. The acquired information about the consumer s interests, skills, and preferences is used to generate a Discovery Report. The Discovery Report will guide the development of a CE opportunity.
Discovery Cont. Discovery also includes the development of the CE Plan and Visual Resume: The CE Plan is used for Job Search Planning purposes and includes a list of prospective employers, and, if applicable, an analysis of State and Federal benefits or support programs for which the consumer may be eligible, including but not limited to Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Medicare, Extra Help/Low Income Subsidy, Medicare Savings Program, Medicare Preventive Benefits, and Medicaid. The visual resume is comprised of photographs and narrative information about the consumer, including their skills, abilities, experiences, contributions, and tasks the consumer can do for an employer.
Job Development, Negotiation and Placement Job developers contact prospective employers to help develop a customized job in a competitive integrated environment for the consumer. The job developer works collaboratively with the consumer and the employer to negotiate a customized job and placement; the provision of supports; and the terms of employment that will match the consumer s interests, skills, conditions necessary for success, and will fill the unmet needs of an employer.
Post-Employment Support Post-Employment Support represents on-the-job support services to stabilize the consumer s job placement and enhance job retention in two ways: 1) Job Coaching. The CE provider delivers training and related job skills assistance, on a one-to-one basis to consumers that will assist them to learn the skills related to the performance of their job. 2) Extended Services. (DDS) The CE provider delivers assistance on a one-to-one basis to consumers if they require such assistance in order to maintain skills related to the performance of their job.
What is the difference between Supported Employment (SE) and Customized Employment? CE focuses at the beginning of the employment process through an intensive Discovery process that seeks to customize the relationship with employers for mutual value exchange. A customized job is built based on what is found in the Discovery process and the employers unmet needs. Supported Employment focuses on the services needed to sustain successful employment after job placement that is typically found through a competitive hiring process.
Common Ground: CE and SE Both CE and SE outcomes are intended to result in competitive integrated employment: Work occurs in an integrated, individualized work situation in the community. Employment results in pay at the prevailing wage. Employment outcomes may include creating a job through self- employment. Both utilize restructuring, modification, or creation. Both may involve providing supported employment services.
Customized Employment in CT CE providers will be required to have an approved CE contract with ADS and/or qualified provider status with DDS. Provider staff implementing CE services will be expected to maintain CT Customized Employment Certification. ADS will maintain a certification registry with the names and organization of each certified CE provider employee. ADS-DDS will send out joint notification each time CT Customized Employment Training will be offered with a link to the Application.
