In this presentation, the first report to the Commission includes details on the sample of websites and pages, monitoring methods (centralized and decentralized), PT Accessibility statement, evaluation tools, and the PT Observatory.   3. 1st Report to the Commission ... to be sent on 23 December 2021 This Report corresponds to the 1st Monitoring Period Websites: 1 January 2020 to 22 December 2021 Apps: 23 June 2021 to 22 December 2021 PT s Sample (nr. of inhabitants 10.000K) Simplified method Nr. of Websites: 275 (10.000K x 2/100K + 75) In-Depth method Nr. of Websites: 24 (5% x 275 + 10) Nr. of Apps: 16 (10.000k x 1/1000K + 6)

  4. The case of Portugal We believe that (...) the monitoring should (...) raise awareness and encourage learning in Member States. For that reason, and in order to enhance transparency, the overall results of the monitoring activities should be made publicly availablein an accessible format. (Recital 2 of Implementing Decision (EU) 2018/1524)

DL 83/2018 of 19 October) Simplified: based on Automatic/Semi-automatic Tools In-Depth light : manual evaluation based on a checklist 10 critical aspects of functional accessibility (such a kind of W3C s Easy Check) Usability tests w/ People w/ Disabilities (minimum: 1 task; 1 users typology from the EN301 549)

The Simplified Monitoring Method Simplified LIGHT Method (decentralised): Simplified Method (centralised): Page sample: homepage + all pages linked from the home (from the historical studies in Public Sector Body in PT this means an average of 60 pages) Page sample: For the simplified monitoring method, a number of pages appropriate to the estimated size and the complexity of the website shall be monitored in addition to the home page (see 3.4 of Annex I of Implementing Decision (EU) 2018/1524). Evaluation: Auto Tools to WCAG 2.1 AA The PSB can use any tool, but the AMA s team will load the sample in the Portuguese Observatory of Web Accessibility

The In-Depth Monitoring Method In-Depth Method (centralised): Initial sample: home, login, sitemap, search, contact, help and legal information pages; accessibility statement or policy; feedback mechanism; examples of pages having a substantially distinct appearance; at least one relevant page for each type of service provided; one relevant downloadable document; other pages deemed relevant by the monitoring body. If any of the pages in the sample include a step in a process, all the steps of the process shall be verified. (see 3.2 and 3.3 of Annex I of Implementing Decision (EU) 2018/1524). In-Depth LIGHT Method (decentralised): Based on a Checklist 10 critical aspects of functional accessibility : (1) Nav. Menus; (2) Headings and hierarchy; (3) Data Tables; (4) Forms; (5) Graphics and image-link; (6) Contrast; (7) Video & Audio Players; (8) Structure of the page; (9) HTML syntax; (10) PDF files. Evaluation: Manual Evaluation

The Usability tests Usability tests (centralised): The in-depth monitoring method may include, where appropriate, usability tests such as observing and analysing how users with disabilities perceive the content of the website or mobile application and how complex it is for them to use interface components like navigation menus or forms. (see 1.2.4 of Annex I of Implementing Decision (EU) 2018/1524). Usability tests LIGHT (decentralised): Minimum: 1 task; 2 people of 1 typology mentioned in the EN 301 549.

Preparation of this Accessibility Statement: Update data; A. Automatic assessment (links and results); B. Manual assessment (link and results); C. Usability tests (link and results) III. Feedback mechanism, to notify about failures or request info IV. Other evidences / efforts: e.g. the seal bronze, silver and gold. For example, a Gold website/App has to show evidence of having done usability tests w/ PwD. V.
