  2. The ELPA21 is an assessment that measures English Learners progress in learning the English language. Items were developed from the Nebraska English language proficiency (ELP) standards aligned to the CCR practices The assessment is segmented into 4 sub-tests which cover the 4 language domains: Listening, Reading, Writing and Speaking ELPA21 Summative Assessment 2

DACs have been added as district-level users in TIDE DACs can add, edit, or delete users at the district, school, and test admin levels If you are a new DAC and cannot access the site, contact Allyson Olson DenBeste(contact info on last slide) An upload from ADVISER will occur in early January and students identified in your SIS as English Learners will be imported into TIDE for summative testing.   10. Scores are housed in the Reporting System. Opens with a dashboard that allows you to drill down to specific assessments, grade levels, schools, rosters, and individual students. Reporting System Compare school performance to district and state performance. 10

Summative results available the first week of May Individual Score Reports (ISRs) Includes language domain scores in Reading, Writing, Speaking, and Listening that range from 1 (low) to 5 (high). Domain score profiles determine the overall determination (ex. a student with 4s and 5s in any combination is considered Proficient Include an over all proficiency determination: Emerging, Progressing or Proficient 12

  13. Provided without cost to all Nebraska districts. Used for determining EL Eligibility ELPA21 Dynamic Screener Meets the criteria in Rule 15, Section 003 Its use is optional, although districts are required to use a valid and reliable screener to identify potential English Learners. Most scores (86%) available immediately. Advanced students who go on to Section 3 may take longer (48 hours for secondary, a few days for elementary). Uses the same platform as the summative assessment. Resources and manuals are available on the CAI portal. 13

  14. Screener vs. Summative ELPA21 Dynamic Screener Practice is integrated into the screener. One assessment that includes 4 domains. Semi-adaptive with a stopping point. Students who are unable to participate will not advance to the next step. The first Speaking question is scored on the fly by the test administrator. Most scores (86%)available immediately. ELPA21 Summative Practice tests are separate and completed ahead of time. Four separate domain tests. Not adaptive. All scoring is done offsite by vendor. All results available a few weeks after the window closes (early May). 14
