Equity, inclusion and trust in EIDM EIDM uses the best available evidence to implement more effective policies and interventions in the fight against poverty and inequality. EIDM should therefore be sensitive to the needs and concerns of the most marginalized in society who are usually at the receiving end of these policies or interventions. Three areas in which the EIDM process ought to be sensitive to equity and inclusion: Methods followed or in data analysis Evidence translation process Decision-making process
Assess the extent to which evidence is sensitive to equity and inclusion We have used various equity tools to assesses the extent to which evidence is sensitive to gender and equity 3ie s equity coding tool Gender Equality and Social Inclusion (GESI) tool GESI Sensitive GESI considered GESI Absent Why the Evidence Transformation Index? Transformation tool which aligns with the SA governments definition of equity To be applied to policy relevant EMs 3
What is the Evidence Transformation Index? Guidance on assessing the extent to which evidence aligns with the transformation enshrined in the Broad-Based Black Economic Empowerment (B-BBEE). Why the B-BBEE? B-BBEE was established to promote the achievement of the constitutional right to equality and the effective participation of black people in the economy to promote a higher growth rate, increased employment, and more equitable income distribution. Target population: Black people including women, youth, people living with disabilities, and people living in rural/underdeveloped areas. 4
How? Criteria for coding evidence Overall score Population criteria Black people 80-100 points: Transformation focused Women 60-79 points: Transformation sensitive Young People 40-59 points Code as Transformation moderate Unemployed people People with disabilities 20-39 points: Code as Transformation critical People living in rural areas and underdeveloped areas 0-19 points: Code as Transformation absent Military veterans Evidence gets extra points for adopted equity sensitive research methods, equity sensitive analysis
