Conditions and criteria for accession to the EU Conditions for accession of third states prescribed by art. 49 TEU European state which respects EU values and is committed to promoting them may apply to become member of the EU. Criteria for accession to the EU defined by the European Council
Criteria for accession to the EU Criteria for membership in EU (defined by the European Council) Copenhagen criteria, 1993: Stable institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities A functioning market economy and the capacity to cope with competition and market forces in the EU Ability to take and implement effectifely the obligations of membership EU also needs to be able to integrate new members Madrid criteria, 1995: adjutment of administrative structures of candidate states Specific criteria for each candidate state
Accession procedure Applicant state adresss its aplication to the Council The Council notifies the Eruopean Parliamnet and national parliaments of this application After consulting the European Commission and after receiving the consent of the European Parliament (majority of its component members), the Council acts unanimously on the application of third state for membership The condidtions of eligibility agreed upon by the European Council shall be taken into account
Accession agreement Conditions of admission and adjustments to the Founding Treaties, which such admission entails, shall be the subject of an agreement between the Members States and applicant State. Accession agreement shall be submitted for ratification by all the contracting states in accordance with their respective constitutional requirements In the period between the signing and entry into force of Accession agreement aplicant State have status of acceding State
