Political context Strengthen unity & solidarity among Europeans to overcome the energy crisis NextGenEU & RePowerEU & Delegated act on EU Taxonomy Security of supply including for nuclear fuels Terminology: Strategic autonomy, Sovereignty, Affordability, Competitiveness Commissioner Simson (ENEF, 10-11/11/22): The EU will need up to 450 B in investment just to keep the current level of its nuclear power generation capacity 2
Euratom research and training programme (21-25) EU adopted Euratom Research and Training Programme on 12 May 2021 The programme has a budget of 1.38 billion for 5 years ( 1.98 in MFF) 583 M for indirect actions in fusion research and development 266 M for indirect actions in nuclear fission, safety and radiation protection 532 M for direct actions undertaken by the JRC Publication on 17/3/2023 Call deadline on 8/11/2023 at 17.00 (Brussels time) Euratom WP2023-25 ( 132 M) 4
Research support to the Euratom Directive Safety Safety Directive 2009/71/Euratom amended by 2014/87/Euratom Directive Safety of Generation II LTO and Generation III and III+ new-build, including continuous advances in understanding plant ageing, integrity of materials and components and extended operation (e.g. containments, innovative ATF, passive systems, core and plant advanced surveillance, monitoring, diagnostics and prognostics and emerging technologies) Safety of advanced and innovative nuclear designs, Fuel multi-recycling, Partitioning & Transmutation, Cogeneration, SMRs and ASMRs Cross-cutting actions on materials, modelling and simulation using High Performance Computing, AI, nuclear data, digitalisation, harmonisation of licensing rules, certification, codes and standards 5
Research support to Euratom Directive Radioactive Waste and Spent Fuel Management RWM Directive 2011/70/Euratom Radioactive waste from electricity generation, research and non-power applications Responsible and safe management of spent fuel and radioactive waste, and avoid imposing undue burdens on future generations RWM through characterisation, minimisation of the amount of radioactive waste generated, containment and isolation from humans and the living environment over the long term Member States decommissioning reports 6
Research support to Euratom Directive Radiation protection Radiation protection Directive 2013/59/Euratom Radiation benefits but also risks and effects, including their interaction with other risk factors Better recommendations and new solutions for health and environmental protection against the dangers arising from ionising radiation Insights into innovative and optimised medical procedures and their effective transfer into clinical practice (cf. Beating Cancer Action Plan, SAMIRA, ERVI) Euratom Research helps to harmonise radiation protection practices 7
SET-Plan revamp & cross-cutting issues In the light of REPowerEU: For Nuclear (beyond BAU) Hydrogen Nuclear, H2 and EII Reducing dependence Cross-cutting: AI, robotics, digital, space Circularity Focus on SMRs Digitalisation Energy storage Skills Empowerment of citizen 8
