FEDERAL COMMUNICATIONS COMMISSION TASK FORCE ON OPTIMAL PUBLIC SAFETY ANSWERING POINT ARCHITECTURE (TFOPA) WORK GROUP 2 MAY 6, 2016
TASK 2A NG911 PLANNING FRAMEWORK Proceeding from the detailed guidelines and recommendations set forth in the Final Report, the Task Force will develop a guidance document for 911 authorities planning their transition to NG911. As described in the Final Report, NG911 implementations will necessarily follow state and local considerations, therefore, the guidance document will include a framework for using the Final Report to plan an optimal NG911 configuration.
TASK 2B NG911 READY SCORECARD The Task Force will develop an NG911 Ready Scorecard, describing the operational, technical, cyber, and workforce factors that would constitute declaring a PSAP NG911 Ready. The Scorecard will also describe the minimum identity, credentialing, and access management measures (ICAM) that need to be in place for a PSAP to be considered NG911 ready.
WORKFORCE TRAINING AND EDUCATION Collaborative effort between WG 1 and WG 2 Study the workforce challenges associated with the to be NG911 architecture described in the Final Report Developing any operational guidelines for proper use of facilities or shared services, such as guidelines for identity management, password strength, and/or regular review of the effectiveness of security measures taken to restrict access to data. In addition, the report should serve as an educational device for decision- makers and PSAP directors
