  7. NG911 Additional Funding Total funding: $20.3M Funding intended for NG9-1-1 recurring costs and/or other immediate operational needs. Most primary PSAPs are eligible for up to $150,000, with a few receiving additional funding if recurring ESInet NG9-1-1 network costs increases exceed $150,000 Grant award period: 7/01/25 6/30/26 Non-reoccurring grant Updated revision of these guidelines dated 3/05/25

NG911 Additional Funding Examples of allowable costs: Redundant connectivity (FirstNet/Starlink) PSAP Equipment (CAD/Recorder/Netclock/Map Displays/Additional Data Repositories) Back-up 9-1-1 centers Recruitment/retention/wellness CAD to CAD Training/professional development Consoles/chairs Cybersecurity

NG911 Additional Funding Anticipated process: Submission of NG911 Additional Funding grant in EM grants with required documentation A detailed project plan and/or line-item budget of allowable operational itemsfor the proposed funding project should be included with the application Review of submissions by NGS staff, with follow up communication for any questions or clarifications Approval of PGC and 9-1-1 Services Board When approved, an email will be sent by EM grants

NG911 Additional Funding Funding award amendments are not typically issued If there is a need to change the focus of the project from its original intended use, the PSAP can work with the Grant Program Manager for review NGSB staff may administratively approve changes to the scope of work after the approval process, up to the amount of the award Program uses reimbursement method of funding One-year grant (No extensions provided)

  13. FY26 PEP/MJPEP Grant

FY26 PEP/MJPEP The annual application cycle for the FY26 PSAP Education Program (PEP) opened on 3/01/25 The deadline to submit applications for this program is 3/30/25 The award period is 7/01/25 to 6/30/26 Approved grants in this program are eligible for: $4,000 per primary PSAP for individual PEP requests $5,000 per primary PSAP for multi- jurisdictional PEP requests 14

  15. FY26 PEP Guidelines In-person is preferred (conferences/classes) Online and subscription-based learning Portable tablets for on-floor training Professional memberships (e.g., APCO/NENA) Topics include: Career development Technology Wellness PSAP GIS EMD 15

  17. GIS and Data Program

  18. FY26 GIS and Data Program Three types of awards supporting MIDAS Maintain existing data to ground condition and NG9-1-1 standards Improve processes and addresses and roads data beyond NG9-1-1 requirements so they perform better in supporting all uses Document datasets, locations, and processing steps Automate processing steps to prepare data and transfer it to other systems Standards are changing and 9-1-1 will require new attributes and new layers from GIS Total awards not to exceed $1,300,000.00

FY26 GIS and Data Program Enterprise GIS Software (EGS): Reimburses public entities maintaining GIS data used by 9-1-1 up to $3,000 a year Amount covers the cost of one seat of GIS software Everyone has tools (at least one set) necessary to add and edit addresses and roads as they change. Regular Data Maintenance & Data Transfer (RDMDT): Reimburses localities outsourcing the maintenance of address and road GIS layers up to $5,000 a year Subsidize all or some of the cost Cost of those with the tools to keep addresses and roads up to date and/or loaded into local, regional, and NG9-1-1 systems EGS and RDMDT are no longer mutually exclusive

FY26 GIS and Data Program Data Transfer Project (DTP): Several localities and regional groups have existing tools and methods to combine, share, and provide data to needed NG9-1-1 and other software systems that occasionally need to be rebuilt. Other localities and regional groups have interest in developing better tools and methods to improve their processes, documentation, and automation. DTP are occasional project awards to build tools. DPT is a competitive program limited to 5 awards of $50,000 per project. Applications require a quote and draft scope of work clearly stating: Project goal Partners contributing source data Systems data will be transferred to Type of transfer (e.g., real-time, scheduled, on-demand) Planned frequency of regular transfers once implemented Project timeline Project deliverables

  23. Recurring Annual Programs Rolling application window: 1 Mar 2025 30 June 2026 2 year awards from date of award Call Handling Equipment Guidelines Consolidation Guidelines Regional Enhancement

  24. Call Handling Equipment (CHE)

  25. Call Handling Equipment (CHE) FY26 CHE Program application open 1 Mar Period of Performance: rolling 2-year period (eligible for extension) Award Amounts: Individual CHE awards are 200k per PSAP Shared Service CHE awards are 300k per participating PSAP 25

  26. Call Handling Equipment (CHE) Virginia primary PSAPs are eligible to apply for and receive CHE funding on a rolling basis when their CHE is due for a hardware refresh. This occurs on roughly a 5-year rotation Secondary PSAPs are not eligible for CHE funding Please reach out to your NGS Outreach Manager to discuss your timeline for replacement and grant applications 26

  29. Consolidation Rolling application period based on the 9-1-1 Services Board s meeting schedule Streamline emergency response services, improve efficiency, reduce emergency response times and enhance coordination among emergency responders Annual allocation of $1M for consolidation projects Two-year grant award (eligible for extension) 29

  30. Consolidation A detailed scope of work and/or line-item budget for the proposed consolidation project should be included with the application. This will help ensure a clear understanding and alignment of the project for accurate budgeting and planning purposes Grant supports consolidation of two or more primary PSAPs or a primary PSAP with one or more secondary PSAPs 30

Regional Enhancement Rolling application period based on the 9-1-1 Services Board s meeting schedule Encourage shared services approaches to help drive down operating costs and increase efficiency or responsiveness between two or more primary PSAPs Annual allocation of $1M is designated for the PSAP regional enhancement grant program Two-year grant award (eligible for extension) 33

  34. Regional Enhancement Eligibility criteria: What is the relationship of the participating PSAPs to the proposed enhancement project? Identify intended collaborative efforts between participating PSAPs. Identify how resource sharing will take place. How does the enhancement project impact the operational or strategic plans of the participating PSAPs? Describe how this project helps participating PSAPs to meet the minimum 9-1-1 capabilities and services defined in Virginia s 9-1-1 standards document. 34
