The quality of education in Indonesia is closely tied to teacher professionalism. This study analyzes the impact of educational policy on teacher development and its influence on the overall quality of education. Through a descriptive qualitative approach, the research highlights the importance of continuous professional development for teachers in advancing the education system. Insights show that enhancing the teaching profession is crucial for educational progress in Indonesia.

ANALYSIS OF EDUCATIONAL POLICY REGARDING THE DEVELOPMENT AND IMPROVEMENT OF THE TEACHER'S PROFESSION ON THE QUALITY OF EDUCATION IN INDONESIA By Teni Susanti
Abstract The quality of education and teacher professionalism are interrelated so that the two cannot be separated, especially in the process of achieving educational goals. One thing that influences the quality of education is teachers. Teachers are required to be professional teachers. Teacher professionalism is because teachers are the determinants of the success and failure of a learning process so that this will influence the future of students . Therefore, coaching and professional development of teachers must always be considered and become priority important for the advancement of education in Indonesia. Study This aim For analyze policy education Which related with development and improvement of the teaching profession towards the quality of education in Indonesia at this time. The research method used in this research is method qualitative with a descriptive case study type approach. The results of this research show that with education policy regarding the development and improvement of the teaching profession, the position of teachers is increasingly covered by legal sources and increasing knowledge and professionality as teachers thereby influencing the quality of education. The conclusion of this research is that the role of the teaching profession greatly influences the quality of education. If the quality of education is to advance, then the quality of the teaching profession must also advance with the times . Therefore, researchers hope that further research will be carried out by other researchers to complement this research. INTRODUCTION Law Number 14 of 2005 concerning Teachers and Lecturers states that teachers and lecturers are professional educators and scientists whose main mission is to transform, develop and disseminate science, technology and art through education, research and community service (Chapter 1 , article 1) . point 2). Vocational, on the other hand, is a job or activity carried out by a person that provides a lifetime livelihood, requires special knowledge, skills or abilities that meet certain quality standards or standards, and requires professional training. One of the causes of the low quality of education in Indonesia is the teacher quality component or the quality of the teacher. The low level of teacher professionalism is reflected in the profitability of teacher training. According to the Ministry of National Education at Balitbang, only 28.94% of teachers are qualified to teach in public and private basic education. Public High School Teachers 54.12%, Private Teachers 60.99%, Public High School Teachers 65.29%, Private Teachers 64.73%, Public Vocational School Teachers 55.91%, Private Teachers 58.26%. One way the government handles the problem of low teacher quality is through implementing a certification program or PPG (Professional Teacher Education). With this certification
METHOD This type of research is descriptive qualitative research, especially case studies related to teacher professional policies regarding the quality of education in Indonesia. The research subjects in this study were teachers and school principals who had received certification. The research object in this research is elementary schools. Data collection techniques in the view of (Nazir, 1988: 211) explain that data collection is the process of procuring data or procedures for obtaining data for research purposes. Notebooks are used as research tools, where information received from informants is recorded, and the information stored in the notebook is narrated by a computer. This research uses data collection by interviews. Furthermore, (Nazir, 1988: 234) also explains that interviews are a process of obtaining information. This is in line with the opinion (Seidman in Fadli, 2021) that interviews are conducted so that a researcher can get more data. Furthermore, the analysis of this research data was that after conducting interviews, a study of the literature, both books and journals, was carried out. (Sugiyono in Yuliani, 2018) explains that data analysis in qualitative research starts from formulating to explaining the problem. Furthermore, this is done before going into the field and lasts until the writing of the research results is
RESULTS the teacher certification policy does have a serious impact on the quality of education. This impact is of course not only on the performance of teachers who are required to teach 24 hours, but also has an impact on their students. Therefore, the decline in the quality of education cannot only be blamed on teachers or students. However, the education system also needs to receive more attention. This is very necessary so that we can work together to build and improve the quality of better education. Thus, the role of the teaching profession greatly influences the quality of education. If the quality of education is to advance, then the quality of the teaching profession must also advance with the times. DISCUSSION AND CONCLUSION Based on this discussion, the author concludes that the teacher certification policy does have a serious impact on the quality of education. The impacts that arise as a result of the teacher certification policy are negative impacts and positive impacts. First, the negative impacts, these impacts are of course not only on the performance of teachers who are required to teach 24 hours, but also have an impact on their students. Therefore, the decline in the quality of education cannot only be blamed on teachers or students. However, in the system education also needs to receive more attention. This is very necessary so that we can work together to build and improve the quality of education. Second, the positive impact that arises from the certification policy is that teacher welfare increases, work as a teacher is increasingly respected and recognized, and the existence of teachers in the eyes of society also has dignity. Furthermore, based on the case study research conducted, of course there are still many shortcomings. Therefore, researchers hope that further research will be carried out by other researchers to complement this research.
