MMR reporting requirements Requirements from the MMR EU regulation (N 525/2013) can be expressed in a synthetic way as following: O.1 - Reporting on the National Low-Carbon Development Strategy (chap 2 art 4) National Low-Carbon Development Strategy contributes to: the transparent and accurate monitoring of the actual and projected progress made by Member States in fulfilling the Union s and the Member States commitments under the UNFCCC to limit or reduce anthropogenic greenhouse gas emissions; meeting the greenhouse gas emission reduction commitments of Member States under Decision No 406/ 2009/EC and achieving long-term emission reductions and enhancements of removals by sinks in all sectors in line with the Union s objective, in the context of necessary reductions according to the IPCC by developed countries as a group, to reduce emissions by 80 to 95 % by 2050 compared to 1990 levels in a cost-effective manner. MMR reporting requirements O.2 - Preparation of annual UNFCCC and Kyoto MRV National GHG inventories (reference year to year X-2) by establishing and maintaining a National Inventory System (chap 3 art 5 and 7). This objective correspond to the annual Monitoring, Reporting and Verification of greenhouse gas inventories including QA/QC plans, indicators and ensuring consistency with other reporting obligations such as reporting under the EU-ETS and air pollutants inventories under CLRTAP.   4. MMR reporting requirements O.3 - Reporting an approximated GHG inventories (proxy) for the year (X-1) (chap 3 art 8). This requirement corresponds to the development of approximated greenhouse gas inventories for the year X-1. This proxy GHG estimates includes the split of emissions from EU-ETS and other sectors (non-ETS) to allow to assess if Member States are on track with ESD (406/2009/EC) requirements thresholds Republic of Serbia Ministry of Agriculture and Environmental Protection This project is co-financed by the Republic of Serbia This project is funded by the European Union

  5. MMR reporting requirements O.4 - Reporting for the EU Decision No 529/2013/EU on LULUCF (chap 3 art 7). The purpose of this decision is that Member States provide information on their LULUCF actions to limit or reduce emissions and to maintain or increase removals The decision No 529/2013/EU gives a list of requirements regarding LULUCF based on the LULUCF reporting under the Convention and the Kyoto Protocol. First part represents the transposition of UNFCCC definitions and accounting rules into the EU legal framework. The second part of the decision especially concerns the provision of information regarding the actions implemented in the LULUCF sector.   6. MMR reporting requirements O.5 Biennial reporting on policies and measures (chap 5 art 13). This requirement from MMR concerns the reporting on: (a) national systems for reporting on policies and measures; (b) updates relevant to their low-carbon development strategies; (c) information on national policies and measures and on implementation of Union policies and measures; (d) information on planned additional national policies and measures; (e) information on domestic action and the use of flexible mechanisms under the Kyoto Protocol Republic of Serbia Ministry of Agriculture and Environmental Protection This project is co-financed by the Republic of Serbia This project is funded by the European Union

MMR reporting requirements O.6 Reporting on GHG projections by establishing a related National system (chap 5 art 14) This requirement from MMR concerns the reporting on: (a) projections without measures where available, projections with measures, and, where available, projections with additional measures; (b) total greenhouse gas projections and separate estimates for the projected greenhouse gas emissions in the EU ETS and under the Effort Sharing Decision; (c) the impact of policies and measures identified pursuant Article 13; (d) results of the sensitivity analysis performed for the projections; (e) all relevant references to the assessment and the technical reports that underpin the projections.   8. MMR reporting requirements O.7 - Reporting on National adaptation actions (chap 6 art 15). This reporting concerns information on national adaptation planning, national adaptation strategies, outlining implemented or planned actions to facilitate adaptation to climate change. That information shall include the main objectives and the climate-change impact category addressed, such as flooding, sea level rise, extreme temperatures, droughts, and other extreme weather events.   9. MMR reporting requirements O.8 - Reporting on financial and technology support provided to developing countries (chap 6 art 16). MMR reporting requirements O.9 - Reporting on the use of auctioning revenue and project credits (chap 6 art 17) This requirement concerns the reporting of information on the use of revenues generated by the Member State by auctioning allowances (e.g. relating to EU-ETS system for industry and EU-ETS for aviation ) and reporting of information on use of project credits from Kyoto flexible mechanisms (CDM, JI).   11. MMR reporting requirements O.10 Preparation of biennial reports (which is to replace Biennial update report (BUR) for non-Annex I countries) - and National communications (chap 6 art 18). This requirement concerns the reporting of biennial reports in accordance with Decision 2/CP.17 of the COP (or subsequent relevant adopted decisions), and national communications in accordance with Article 12 of the UNFCCC to the UNFCCC Secretariat.
