www.MHAnet.com How It Ended Immediately after the measure passed, Senate Republicans used the PQ again to force a vote on HB 567, which repealed the sick leave provisions of Proposition A, passed by the voters in the 2024 general election. On Wednesday, May 14, Senate Republicans invoked a procedural motion to shut off debate and force a vote on HJR 73, which would put a new constitutional measure regulating abortion on the ballot. 3
www.MHAnet.com 2024 Versus 2025 The 2024 legislative session was marked by Republican infighting. Election dynamics played a significant role in Senate dysfunction. The Senate set two separate records for the longest filibuster. The legislature passed only 28 substantive bills a historically low number. The budget process lacked transparency. 4

www.MHAnet.com 2024 Versus 2025 In 2025, the Senate spent more time in principled debate and negotiated compromises on several significant pieces of legislation but passed only 51 bills. The 2025 budget process proceeded normally, until the House unexpectedly refused to consider a capital improvements bill containing numerous significant investments in state infrastructure. Tensions between the House and Senate and Senate Republicans and Democrats impacted the passage of bills in the final weeks of session. In both 2024 and 2025, the Senate adjourned before the constitutional deadline. 6
www.MHAnet.com The 2025 Session in Summary Governor Kehoe s agenda was a focal point of the session. He achieved several wins: public safety reform capital gains tax cut private school vouchers budget priorities. His proposal to keep the Chiefs and Royals failed in the Senate. Industry and legislator priorities were largely left behind, including MHA s legislative agenda. 7

www.MHAnet.com Workforce/Licensed Professionals STEM Career Awareness (SB 68 and SB 150) Creates the STEM Career Awareness Activity Fund to facilitate STEM educational activities for high school students Career-Tech Certificate Program (SB 150) Reimburses students for the cost of tuition, books and fees for certain training programs, including CNAs, CMTs, Level 1 medication aides, EMTs and paramedics Missouri State Loan Repayment Program (SB 150 and HB 419) Renames and expands the Health Professional Student Loan Repayment Program 9

www.MHAnet.com Workforce/Licensed Professionals EMS Recruitment and Retention (HB 419) Provides free college tuition for certain public safety personnel with at least six years of service, including EMTs Criminal Background Checks (SB 71 and SBs 81 & 174) Allows regulating agencies or boards to require fingerprint checks of certain professionals, including EMTs, occupational therapists, perfusionists, podiatrists, chiropractors, dentists, physicians, assistant physicians, anesthesiologist assistants, physical therapists, athletic trainers, physician assistants, respiratory care practitioners, nurses, psychologists, counselors, social workers, pharmacists and providers seeking enrollment as MO HealthNet providers 11

www.MHAnet.com Healthy Schools Cardiac Response Plans (SB 68) Requires all schools to implement a cardiac emergency response plan for school personnel to respond to cardiac arrests or other life-threatening emergencies on school property Cardiopulmonary Resuscitation (SB 68) Requires school districts to train all employees on CPR Stop the Bleed (SB 68) Requires DESE to develop protocols for schools to follow in the event of a serious injury and outlines requirements for bleeding control kits in schools 15

www.MHAnet.com Women s Health Prenatal Blood Testing (SB 79) Expands the diseases that are tested for during pregnancy and requires additional blood testing for such diseases at the 28th week of pregnancy and immediately after birth Mammograms (SB 79) Repeals requirements to inform patients about dense breast tissue identified during a mammogram Abortion (HJR 73) Proposes a constitutional amendment that would prohibit abortions except in cases of medical emergencies, fetal anomalies, rape or incest and prohibit gender-transition treatment for minors 17
www.MHAnet.com Treatment and Coverage Expedited Partner Therapy (SB 79) Expands the designated sexually transmitted infections for which a physician can engage in expedited partner therapy without a patient/physician relationship Telehealth (SB 79) Redefines telehealth to include audiovisual and audio-only technologies SANE exemptions (SB 79, SB 271 and HB 225) Exempts specialty hospitals from participation in the SANE telehealth network 18
