Multicultural Community Capacity Grant Program Information Session for Applicants Round 2 2018-19 Funding
Context Ontario s diverse population enriches our society through cultural exchange, global connections, and innovation. Ontarians report having over 200 ethnic origins. In 2016, Ontario received over 110,000 immigrants from all over the world. At the same time, some newcomers and ethno-cultural communities face barriers and obstacles to full participation in the civic, cultural, social, and economic life of the province. Existing Ministry of Citizenship and Immigration (MCI) programs promote the social and economic benefits of immigration in Ontario and help build stronger communities through activities focused on greater citizen participation. To complement these programs and services, the province is launching a new grant program that will help improve civic and community engagement. The government has committed $6M over two years for the Multicultural Community Capacity Grant Program. In 2018-19, MCI will allocate $3M for community projects that will begin on or after April 1, 2018 and end by March 31, 2019. 2
Program Priorities The overall goal of the Multicultural Community Capacity Grant Program is to build diverse and inclusive communities by enhancing the ability of newcomers and ethnocultural communities to participate fully in the civic, cultural, social and economic life of Ontario. Projects must meet one or more of the following priorities: 1. Civic engagement Facilitate community engagement, social integration and volunteerism to promote inclusion for immigrant and ethnocultural communities. 2. Social connections Promote social connections and employment networking, including programs that reduce barriers and increase support for vulnerable groups. 3. Education and empowerment Promote intercultural understanding and break down barriers to participation in community life and decision-making. 4. Women s empowerment Support empowerment and nurture leadership skills by helping women of diverse cultural backgrounds to identify and pursue goals for themselves, their families and their communities. 5. Capacity building and partnerships Build the capacity of immigrant and multicultural organizations, and promote collaboration between service providers, to better serve newcomer and ethnocultural communities. 3
Funding Streams Stream 1: Unincorporated Not-for-Profit Organizations - Grants between $1,000 and $3,000 Grants to unincorporated not-for-profit organizations may support up to 100% of the total eligible project costs to a maximum amount of $3,000. Total eligible project costs, including funding from the Ministry grants as applied and all sources, cannot exceed $15,000. Stream 2: Incorporated Not-for-Profit Organizations - Grants between $3,000 and $8,000 Grants will support at most 80% of the total eligible project costs and up to a maximum of $8,000. Total eligible project costs, including funding from the Ministry grants as applied and other sources, cannot exceed $30,000. At least 20% of the eligible grant amount must come from in-kind or other financial contributions . 80% of approved funding will be released upon approval of the grant and 20% upon receipt and acceptance of the final project report by the Ministry. 4
Applicant Eligibility: Stream 1 Unincorporated not-for profit organizations: Applications can be made by an individual who represents an unincorporated not-for- profit organization based in Ontariothat focuses on newcomers and/or an ethno- cultural community or communities. The organization must: Have been in operation for at least one year at the time of the application. Support the project being proposed and authorize the individual to apply on behalf of the organization and to receive funding. All funding will flow to the individual representative who is a member of the unincorporated not-for-profit organization. The individual representing the organization must not be in default of any other funding received from the Ontario government. The individual representing the unincorporated not-for-profit organization will be responsible for the implementation of the project and the administration of the funding in accordance with the Ministry s Terms and Conditions. 6
Applicant Eligibility: Stream 2 Incorporated not-for-profit organizations: Applications can be made by incorporated not-for-profit organizations that have a vision/mission and/or activities focused on Ontario newcomers and/or an ethno-cultural community or communities. The organization must: Have been incorporated in Ontario for at least one (1) year. Have an elected governing body (e.g., Executive Committee, President, Treasurer, etc.) Have bylaws that outline procedures for reporting and accounting. Satisfy the Ministry that it has relevant, accurate, and timely financial reporting and audited financial statements, and is not in default for any other funding received from the Ontario government. Organizations with budgets of over $250,000 must submit audited financial statements, and those with budgets under $250,000 must submit an audited or unaudited financial statement, or a financial review. The organization representing the incorporated not-for-profit organization will be responsible for the implementation of the project and the administration of the funding in accordance with the Ministry s Terms and Conditions. 7
Ineligible Applicants Agencies, Boards or Commissions of the federal or provincial governments; Municipalities and municipal entities (e.g., public libraries); Public or private schools and school boards; Private or charitable foundations whose purpose is to make grants; For-profit organizations; Post-secondary institutions, including colleges and universities and their related organizations that are not separately incorporated; and Organizations or individuals that are currently in default of a previous provincial government grant or other provincial funding. 8
Eligible Expenses Eligible expenses may include, but are not limited to: Project costs, including expenses related to outreach and promotion, workshop materials and supplies, and equipment required for cultural or recreational programs; Temporary project staff salaries and benefits directly related to project delivery; Consultant fees, to a maximum of $2000, to deliver the project; Fees to speakers, other than to organization members, for reasonable and modest speaker fees to a maximum of $2000 for the project and must be a direct part of the project delivery; Interpretation costs, if needed, to a maximum of $2,000 for the project; Translation costs, if needed, to a maximum of $2,000 for the project; Costs for the purchase and installation of plaques and awards to a maximum of $4,000, to recognize significant community contributions (recognition for the contributions of individuals such as community leaders, political leaders or religious figures are excluded); Rental of public space and equipment for events or organization programming; Website development or upgrades and computer equipment or software specifically related to the implementation of the project to a maximum of $2,000 (smart phones are excluded); Transportation and travel expenses, in Ontario only, directly related to the project; and* Modest food costs for public events and organization programming (no alcohol) directly related to the project.* * Funding to support travel or catering expenses must align with the provincial government s most current Travel, Meal and Hospitality Expenses Directive 9
What types of projects will this program fund? 10
Project Examples Activities that help your community make its mark. This might include leadership workshops, award ceremonies, or plaques to honour significant community contributions. Civic Engagement Group activities that help community members succeed. This might include cultural and recreational programming for at-risk youth; or employment networking events for adults. Social Connections Educational activities that empower and inspire. This might include events and speaker series that help people of different cultures to understand and appreciate each other s contributions to Ontario. Education and Empowerment Activities that support women to take an active role in the community. For example, leadership training to promote the participation of women in decision-making roles. Women s Empowerment Activities that help your organization get results. For example, partnership initiatives which extend the reach of an innovative approach to service delivery or adapt existing services to the needs of a new client group. Proposal Assessment Criteria MCI will weigh the evaluation of each proposal as follows: Criteria Weighting Relevance and Results of the Project 60% Organizational Capacity 15% Financial Feasibility of the Project 25% Relevance and Results of the Project (60%) The initiative addresses one or more funding priorities of the Program. The need for the proposed project is clearly identified and supported by evidence such as statistical data, research, needs assessments or community consultation. Project activities are innovative, and do not duplicate existing services. The initiative supports new collaborations and/or opportunities. The proposed objectives are realistic and there is a clear project plan. This should include evidence of realistic goals and identification of clear performance measures, or ways that the project outcomes can be clearly measured. Immediate and longer term results of the project are identified. 13
Proposal Assessment Criteria, Contd Organizational Capacity (15%) Applicant demonstrates experience and expertise serving Ontario newcomers and/or ethno- cultural communities. Applicant demonstrates experience in carrying out activities related to the proposed Applicant demonstrates ability to provide effective support and oversight of the project. For unincorporated applicants, community support letters to substantiate the purpose and activities of the organization, as well as the length of time the organization has been active. Financial Feasibility of the Project (25%) The proposed budget is reasonable in terms of proposed activities and planned results, and demonstrates efficient use of resources. For Stream 2 Incorporated organizations: Applicant can demonstrate financial and in-kind contributions from other sources. The project demonstrates value for the proposed investment. 14

Common Errors Proposal does not meet program priorities Send us a project idea that clearly fits under one of the five program priorities. Incomplete application package Read instructions carefully before completing the application form. Your project plan is critical. Make sure that it addresses all of the questions listed in the instructions for this part of the application. Don t forget to include supporting documentation. Insufficient budget detail and/or ineligible expenses Break down project expenses into individual budget lines. For example: outreach, materials and supplies, event space, project staff. Review the list of ineligible expenses. Do not include ineligible expenses such as alcohol or staff bonuses. Missing signatures An authorized individual must sign both the application form and the terms and conditions on behalf of the applicant organization. Make sure you sign twice! 16
Timelines and Assistance The deadline to submit proposals is 4:00 p.m. E.S.T, on Tuesday, January 23, 2018. The final date for consultation with MCI s Regional Office staff is 4 p.m. E.S.T, January 12, 2018. Funding decisions will be made in spring. Ministry Regional Advisors are available to provide assistance to applicants. Stream 1 Applications Stream 1 applicants are strongly encouraged to send their proposal application by email. However, proposals may also be submitted by courier or mail. Instructions to help fill out the Application Form are provided in the Application Instructions. You can find the Stream 1 Application Form at https://www.ontario.ca/page/multicultural-community-capacity-grant-program Signatures are required on both the Application Form and the Terms and Conditions of the funding. Stream 2 Applications Applicants can use the Grants Ontario portal to get more information at http://www.grants.gov.on.ca/GrantsPortal/en/OntarioGrants/GrantOpportunities/PRDR01 7862 You will need a Grants Ontario account set up in order to apply (could take up to 5 business days) so allow at least a week to register your organization before starting your application process. You can complete your application online through Grants Ontario (can start it anytime, save it as draft and come back to it to complete the remaining information and required attachments).
