  14. Language Issues In general, changes to audio or subtitle tracks alone are not sufficient for a new Edit Language track changes are new Manifestations. If other changes are made at the same time, then a new Edit may be created. Should burned in subtitles and intertitle cards be treated the same? They constitute a significant change to the visual portion of the program (an Edit), but are language-focused (a Manifestation). Such changes are often performed in-territory or by a post house for distribution (arguing for Manifestations) Forced subtitles (rendered on the fly via timed text, not burned in) are new Manifestations, not Edits.

Policy Discussion: Metadata Authority Metadata Authority a Party that is authoritatively knowledgeable about a content record and is willing to assist in maintaining the accuracy of the data in the record Is usually on the ACL for the record (either by request or if the Party created the record) When a record has a Metadata Authority, they will be consulted when another member requests to change fundamental fields (such as primary title or episodic distribution number)
