COF Program Purpose Chancellor shall make awards to state universities or colleges for programs and initiatives that recruit students and provide work-based learning opportunities in the fields of science (including health professions), technology, engineering, and mathematics, in order to enhance regional educational and economic strengths and meet the needs of the state's regional economies. (ORC 3333.61) 5

Do existing applicants have to reapply? An institution that received an FY21 award is eligible to apply for the FY22 Choose Ohio First (COF) program. An institution may submit the same CIP codes from its FY21 proposal and/or decide to add new CIPs. Can I submit the same application as last year? ODHE encourages FY21 applicants to review, reflect, and revise previous materials. The FY22 RFP contains new requirements due to changes to the Ohio Revised Code and an updated rubric. The RFP provides instructions for what is required in each proposal. It is up to the institution to determine how the information in the proposal is developed and presented. 9
Eligible Students Ohio resident Undergraduate and graduate students First-time degree-seeking students and external or internal transfer students Students must major in one of the school s eligible COF programs of study Students seeking a certificate in an eligible program Former College Credit Plus (CCP) students are eligible 11

Recruitment 25 points COF is a recruitment scholarship Recruitment focus on underrepresented students Outreach plan Student populations Marketing materials Describe COF marketing, recruitment, and enrollment strategy Provide examples and specific information 13
Recruitment 25 points COF scholar selection process Facilitates completion of a degree in a cost-effective manner Integrated with the institution s mission COF does not displace existing resources 14
Student Supports 25 points To support students with certificate/degree retention and completion Examples: Mentoring Advising Tutoring Social Social media, message boards, discussion groups Cohorts and community Other 15
Work-Based Learning 25 points Work-based learning for all students is a COF requirement ORC 3333.64 Examples: co-op, internship, research lab experience Institutions need to document and track the experiences Describe how 100% of its Choose Ohio First students will participate in a work-based learning experience Describe how students will become connected to their work-based learning experiences 16
Work-Based Learning 25 points Describe how the institution will maintain and expand its business partnerships related to the selected CIPS Business support letters demonstrating a commitment to provide work-based learning experiences Provide 4-5 recent examples of successful co-op, internship, laboratory research, STEM student teaching education preparation, or other work-based learning activity at your institution Describe how the institution will track the outcome and completion of the work- based learning experience 17
Programs of Study 10 points Quality of the program and how additional resources will enhance its quality Connect the selected program(s) to the institution s strategic plan How the program(s) are key elements of the institution s mission and recruiting efforts Institutional commitment to, or demonstration of, an increase in total graduates within the selected STEM or STEM education fields 18
Programs of Study 10 points Eligible academic disciplines Eligible CIP codes linked in the RFP Can choose up to 45 out of 955 eligible CIP codes Programs of study Please ensure that the selected CIP codes match the CIP codes used at your institution for the intended programs of study You can request funding for the same CIPs as in previous years Provide data to help explain why these programs were chosen 19
Regional and Statewide Economic Integration 15 points The extent to which the proposal is integrated with the strengths of the regional economy Meets a statewide educational need Meets the talent and workforce needs of regional or statewide business or industry or K-12 education institutions in an in-demand occupation with long-term sustainability 20
Regional and Statewide Economic Integration 15 points The institution should provide specific occupational and industry-level information to support its proposal Charts, tables, and references encouraged Business support letters highlighting the need for STEM talent and industry opportunities 21

Use of Funds Allowable expenses for reimbursement include: General fees, book vouchers, and meal plans The Choose Ohio First scholarship must appear on the scholar s tuition bill Include the Choose Ohio First brand on marketing materials related to the scholarship Additional information Financial Aid Guidance Memo Tuition and Fees 23
Use of Funds For associate, baccalaureate, or graduate degrees, COF students must receive: Minimum of $1,500 No more than one-half of the highest in-state undergraduate instructional and general fees charged by all state universities For a certificate, COF students must receive: Minimum of $500 No more than one-half of the highest in-state undergraduate instructional and general fees charged by all state universities ODHE will keep awardees apprised of the annual maximum award amount throughout the grant period, as it is subject to change each academic year
