Organizations Working with Parliaments Parliamentary Training Institutes Training units/ departments established in parliament or endorsed by parliament that provides training to their own parliament and other parliaments eg NILS, KPI, TCER Inter-Parliamentary Associations Membership professional associations for the parliament or chamber eg. CPA, IPU, APF etc International/ Regional Parliaments Membership national parliaments of regional blocks eg. ECOWAS Parliament, East African Legislative Assembly, SADC-PF, European Parliament, Parlatino etc Parliamentary Networks of Committees Membership similar committees from each parliament eg. SADCOPAC, EAAPAC, WAAPAC, ARAPAC, APAC, CCPAC etc Parliamentary Networks of MPs Membership individual MPs interested in a particular topic eg. GLOBE, GOPAC etc Civil Society Organizations Membership - Organizations focused on parliamentary strengthening issues or parliamentary monitoring/ transparency eg. RWI, Parliamentary Centre, NDI, AWEPA etc Multilateral or Inter-governmental Institutions Membership Multilateral or inter-governmental organizations with devoted programming, support, or outreach to parliaments eg World Bank, IMF, UN, IDEA, OECD, Regional Development Banks etc
Change Agents No two parliaments are the same. All parliaments are made up of smaller institutions operating in the parliamentary ecosystem. Examples include: Committees Parliamentary Secretariat/ staff Caucuses/ All-party forums Public Interest and Accountability Committees (PIAC) Research unit Training units Budget analysis units
Change Process There are three broad approaches to capacity building: 1. Institutional Approach 2. Practitioner Exchange 3. Individual Approach
