414-SACC Regulations As a registered School Age Program, you are better able to reduce risk and prevent harm to children you enroll by complying with all regulations and laws related to SACC Program. These laws and regulations are enforced by the New York State Office of Children and Family Services (OCFS). As a regulated site, you have an ongoing relationship with OCFS. WHAT CONSTITUTESA SCHOOL-AGE CHILD CARE PROGRAM (SACC) A SACC program is any program or facility, which is not a residence, that provides child day care to an enrolled group of seven or more school-age children under 13 years of age, which operates outside normal school hours and consistent with the school calendar. Child day care does not include programs operating solely for the purpose of providing religious education, sports, classes, lessons, or recreation. Accordingly, a program operating for the sole purpose of providing religious education, sports, classes, lessons, or recreations is not a SACC program and is not required to obtain a SACC registration from OCFS.
IS IT A SACC? IF IT MEETS THESE REQUIREMENTS, IT IS! a. The program provides care on a regular scheduled basis. b. The program serves an enrolled group of children. c. The program provides care to seven or more children under 13 years of age. d. The program only serves school-age children. School-age children includes: (1) those enrolled in school, including kindergarten or a higher grade; and (2) those at least six years of age. A program caring for younger children may be required to be licensed with OCFS as a child day care center. (See policy 16-2: Enrollment of Prekindergarten Children in School-Age Child Care Programs.) e. The program is located at a non-residence. f. The program operates only during non-school hours (i.e., before and/or after school, during school lunch periods, on school holidays, and/or during summer vacations). g. The program operates for more than one purpose.

A school-age childcare program may provide care for school-age children up to the age of 13. CPR & FIRST AID All programs are required to have at least one person on site at all times with current OCFS- approved CPR and First Aid. The certifications do not have to be held by the same person. Care cannot be provided unless the person(s) with these certifications is on site.

FORM LDSS 4438-EMERGENCY PLAN In the case of an emergency, you ll need a plan. This includes having to evacuate your site and having to shelter in place at your site. You ll need 2 alternate places to take all those in your program if you must evacuate. Ask yourself Where are these places? & How are we getting there? Unless it s a field/parking lot behind your site, you ll need the name, address, phone number, and a map of how to get there. If you have to shelter in place, you ll need a dedicated space that can safely hold everyone in the program, stocked with first aid and food/water supplies. You ll also have to indicate how you are making parents/guardians aware of any relocation/shelter in place.

SACC STAFF QUALIFICATIONS The minimum education and experience qualifications for staff are as follows Education Experience Associate's degree in child development, elementary education, physical education, recreation or a related field Person responsible for program supervision functions (Director) Two years direct experience working with children under the age of 13 years, including at least one year in a supervisory capacity AND OR New York State Children's Program Administrator Credential OR Two years direct experience working with children under the age of 13 years, including at least one year in a supervisory capacity AND Two years direct experience working with children under the age of 13 years, including at least one year in a supervisory capacity School Age Child Care Credential AND OR Two years of college with 18 credits in the above listed areas of concentration including at least one year in a supervisory capacity Two years direct experience working with children under the age of 13 years, AND High School Diploma or its equivalent One year experience working with children under 13 years of age Assistant Teacher OR
TRAININGFOR STAFFOF SACC/DCC PROGRAMS- OCFS FORMS 4879/4480 Directors of registered school age childcare programs and each employee working an average of twenty (20) or more hours a week must complete a minimum of thirty (30) hours of training every two years. Fifteen hours must be completed during the first six months of the program's initial registration or during the person's first six months of employment . This fifteen hours may apply towards the 30 hours of required training for the registration period. The minimum number of required training hours for staff working less than an average of twenty (20) hours will be pro rated. This training must include the following topics: (1) principles of childhood development, including the appropriate supervision of children, meeting the needs of children enrolled in the program with physical or emotional challenges and behavior management and discipline; (2) nutrition and health needs of children; (3) child day care program development; (4) safety and security procedures, including communication between parents and staff; (5) business record maintenance and management; (6) child abuse and maltreatment identification and prevention; (7) statutes and regulations pertaining to child day care; (8) statutes and regulations pertaining to child abuse and maltreatment; and (10). Adverse Childhood Experiences, focused on understanding trauma and nurturing resiliency. ***Topic number 9- Education and information on the identification, diagnosis and prevention of shaken baby syndrome is no longer required for SACC programs

There are many more things you need to do to get registered, which with our staff may be able to assist you.
