  1. School Facilities Construction Commission BUDGET REVIEW SUBCOMMITTEE ON EDUCATION

HB405 State of Emergency Assistance Fund General Fund moneys in the amount of $10,000,00 to the SFCC to assist local school districts with costs for construction, repair, or renovation of facilities destroyed or severely damaged by a flood or heavy rainfall. A local district shall be eligible to receive funds if the district is located in a county that was included in the Governor s state of emergency declared on 2/28/21. Funds shall only be disbursed if a local district has fully expended all FEMA or insurance proceeds, and the proceeds were not sufficient to fully support the costs to construct, repair, or renovate the facilities.

HB556.17 School Facilities Replacement and Renovation Fund There is hereby appropriated Federal Funds from the Coronavirus Capital Projects Fund of the American Rescue Plan Act of 2021 in the amount of $127,000,000 to the School Facilities Replacement and Renovation Fund in the School Facilities Construction Commission budget unit to support school facility construction costs. KY Facilities Inventory and Classification System report (2.27.20) A1 School Priority 1 or 2 on school district s facility plan Ten-cent equivalent tax levied and dedicated to capital improvements

HB556.18 Local Area Vocational Education Center There is hereby appropriated General Fund moneys in the amount of $75,000,000 to the School Facilities Construction Commission to support local area vocational education center renovation costs. Each District is eligible to receive up to $10,000,00 to support renovation costs. Substance Use disorder programs, job creation and training programs, bonding capacity and needs-based local match shall be included in the criteria.

HB556.18 Local Area Vocational Education Center Evaluation Criteria: Age of Current LAVEC facility, 35% Financial Need as evident in District s Bonding Capacity, 20% Bonding Capacity, 10% Requested Amount as a percentage of Total Project Cost, 10% Enrollment in job creation and training programs as a percentage of total district enrollment, 15% Unemployment rate by County as of May 2021 (Source: Workforce Intelligence Branch, KY Center for Statistics, KY Education and Workforce Development Cabinet), 15%
