Local Implementation for Results (LIR) Plans There will be one total allocation for LIR Plans for SFY 2022 May choose one, two, or all three Strategic Imperatives from the DEI/SES Strategic Plan Each grantee will complete the LIR Justification template Identify the Strategic Imperative(s) Determine the amount of LIR funding Write a brief decision justification explanation on how you will implement the Strategic Imperative(s) you did not choose and identify the funding sources you will use to support the Imperative(s) implementation work Complete and submit a LIR Plan Template for the Strategic Imperatives that you did choose Programmatic Liaisons will review each LIR Justification Template

M S D E D i v i s i o n o f Ea r l y I nt e r v e nt i o n a n d S p e c i a l Ed u c a t i o n S e r v i c e s Workgroup & Report for a Compensation Framework for Nonpublic Special Education Teachers Purpose: To support a shared joint responsibility between the Maryland State Department of Education (MSDE) and local school systems (LSS) to: Educate students with special needs; Retain and recruit qualified special education teachers; Deliver the highest educational standards for the most vulnerable student populations; and Provide equitable support to special education teachers employed in nonpublic schools approved under COMAR 13A.09.10 who deserve the same compensation as special education teachers employed in public schools. M S D E D i v i s i o n o f E a r l y I n t e r v e n t i o n a n d S p e c i a l E d u c a t i o n S e r v i c e s Workgroup & Report for a Compensation Framework for Nonpublic Special Education Teachers Charge: MSDE and nonpublic special education schools will collaborate to create a budget framework that would create a path to ensure that salaries of special education teachers in nonpublic schools are on par with LEA public school teacher salaries. The framework should adjust teacher salaries exclusive of the current rate-setting methodology The outcome should be independent of corresponding fiscal actions that could negatively impact the budget process of special education schools. The framework should incorporate information on teacher benefits, including, but not limited to, health insurance, retirement, professional development, and tuition reimbursement benefits.
