Senate Bill 1503 Passed in the 2024 legislative session Chief sponsors: Senate President Rob Wagner House Speaker Dan Rayfield Senators Bill Hansell, James Manning Jr., and Janeen Sollman 6
SB 1503 cont. Charge is to study the following issues related to public health best practices for reducing deaths from community safety threats and for suicide prevention: How to better support youth experiencing suicidal ideation. How to better support rural Oregonians experiencing suicidal ideation. How to reduce stigma on suicidal ideation. 7
SB 1503 cont. Barriers to suicide prevention support. Current community safety protocol across this state, including at hospitals and behavioral health facilities, and recommendations for improvement of the protocol. Locations and events most targeted in community safety threats. 8
SB 1503 cont. Rates of success for extreme risk protection orders and barriers to implementation and capacity for police stations or other entities to implement voluntary surrender or holding of firearms. Barriers to implementing best practices for community safety and suicide prevention. How domestic violence is a risk factor for community safety threats and suicide. Risks to first responders. 9
SB 1503 cont. Task force: Will study, issue reports, and make recommendations for legislation Is advisory only (to the legislature) No power to enact laws or regulations Can't direct agencies or other third parties to do anything 10
SB 1503 cont. Task force must coordinate with: Department of Justice Oregon Health Authority Sheriff departments that provide for voluntary storage of firearms Federally recognized Indian tribes in this state Faith-based groups in this state Oregon Alliance to Prevent Suicide 11
SB 1503 cont. Department of Justice provides staff support State agencies are directed to assist the task force in the performance of your duties The task force may engage a research entity and has a budget of up to $250,000 to pay for research 12
SB 1503 cont. Reports due to the legislature: September 15, 2024 September 15, 2025 Task force sunsets December 31, 2026 Option to submit another report if desired 13
Task Force Rules Must have a majority of voting members present to have a quorum Official Action requires approval of a majority of the voting members of the task force Legislator members are nonvoting members and may act in an advisory capacity only The task force has 13 voting members, so at least 7 are required for a quorum or vote 15
Task Force Rules Task force must elect a chair If there is a vacancy for any cause, the appointing authority (Senate President and House Speaker for legislators; Governor for everyone else) will appoint new members Task force may adopt rules necessary for the operation of the task force 16
